(Chinhphu.vn) – The mother of Mr. Truong Vinh Phu (in Yen Bai Province) has diabetes, registered for medical examination and treatment at the General Hospital of the province. Because the hospital is away from home, Mr. Phu's mother had a difficulty going to the hospital and taking medicine and injections every month.

Mr. Phu would like to ask, can his mother transfer to the Endocrinology Hospital to register for medical examination and treatment?

Regarding this issue, Social Security of Yen Bai Province responds as follows

Pursuant to Item 1, Article 9 of the Circular No. 40/2015 / TT-BYT dated November 16, 2015 of the Ministry of Health regulating the registration of medical examination and treatment for initial health insurance and the transfer of medical examination and treatment services for health insurance: “Each participant of health insurance may register for initial medical services at any of health facilities prescribed in Clauses 1, 2, 3, 4, 5, 6, 7 and 9 Article 5 and Article 6 of this Circular in any of the following cases: (The medical examination and treatment facility is initially at the provincial level and equivalent; the facility registers initial medical examination and treatment for health insurance at the central level and equivalent) in the following cases:…

He/she lives permanently/temporarily for definite time or works in a district that does not have health facilities specified in Articles 3 and 4 of this Circular or has medical facilities unconformable with conditions for initial medical services for participants of health insurance according to regulations of the Director of the Department of Health with consent in writing of the Director of Social Security of province;”.

Pursuant to the Official Letter No. 1342 / SYT-NVY dated December 6, 2017 of the Yen Bai Department of Health on guiding the registration of initial medical treatment in 2018, the Yen Bai Endocrinology Hospital is not included in the list of the establishments thatwere registered for initial medical examination and treatment in 2018, so Mr. Phu's mother was not allowed to register for initial medical examination and treatment at Endocrine Hospital in Yen Bai Province.
