Circular No. 15/2016/TT-BXD has expired since January 13, 2020. Currently, Decree No. 15/2021/NĐ-CP dated March 3, 2021, of the Government only regulates the content regarding the reissuance of construction permits, without stipulating the form of reissuance.

The Ministry of Construction responds to this issue as follows:

Article 52 of Decree No. 15/2021/NĐ-CP dated March 3, 2021, of the Government provides detailed regulations on some contents of the management of construction investment projects and has already stipulated cases of reissuing construction permits.

Therefore, in cases falling under the category of reissuing construction permits, the investor shall proceed according to these regulations.
