According to the explanation of Mr. Cuong's agency, because the current autonomy of the project management board is not guaranteed, the salary must be reduced in the short term. Later, when there are many sources of income, the difference (between levels 1-4) and the salary coefficient inherited from before the time of restructuring the apparatus will be paid back. Mr. Cuong asked, does the above explanation of the project management board have a legal basis?

Regarding this issue, the Ministry of Home Affairs responded as follows:

Based on the provisions of Clause 1, Article 10 and Point a, Clause 2, Article 8 of Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government on contracts for certain types of work in administrative agencies and public service units, employees are entitled to receive salaries and other benefits as agreed in the labor contract.

Accordingly, based on the provisions of Clause 2, Article 7 of Decree No. 111/2022/ND-CP and the above provisions, Mr. Le Viet Cuong is requested to discuss with the head of the unit signing the contract for resolution.
