Subjects who study at the company are mainly workers and employees working at companies (some of them are being unemployed should learn Chinese, Korean ... to find better new jobs and higher income).

Through the receiving and responding system to businesses' recommendations, the company requests competent agencies to answer based on the Decision No. 77/2014 / QD-TTg on stipulating the levels of vocational training support for employees participating in unemployment insurance (UI), those students who participate in learning Chinese, Korean in the company, can they receive supports for tuition?

Regarding this issue,Department of Employment, Ministry of Labor - Invalids and Social Affairsresponded as follows:

According to Article 55 of the Employment Law, the employees stipulated in Clause 1, Article 43 of the Employment Law are entitled to vocational training support when they meet the following conditions:

- Termination of a labor contract or a work contract except for the following cases: The employee unilaterally terminates the labor contract or sign contract to work illegally; enjoy pension, monthly allowance for loss of working capacity.

- Having paid unemployment insurance for 9 months or more within 24 months before terminating the labor contract or working contract in accordance with law.

- Has applied for unemployment benefits at the employment service center as prescribed.

- Unable to find a job after 15 days from the date of submission of application for unemployment insurance, except for the following cases: performance of military obligations and police obligations; going to study with a term of 12 months or more; abide by the decisions on application of measure of sending to reformatories, compulsory educational establishments and compulsory detoxication establishments; being detained and serving imprisonment penalties; going abroad to settle and go to work abroad under contracts or death.

Under the provisions of Clause 1, Article 25 of the Decree No. 28/2015 / ND-CP dated March 12, 2015 of the Government detailing the implementation of a number of articles of the Employment Law on unemployment insurance, the employees meet all requirements in accordance with Article 55 of the Law on Employment which requires vocational training, they are entitled to one-time support to study a trade at vocational training institutions in accordance with the law on vocational training. The method of vocational training funding support is provided through vocational training institutions.

Article 56 of the Law on Employment stipulates that the duration of vocational training support is based on actual vocational training time but not exceeding 6 months.

According to Clause 1, Article 3 and Article 4 of theDecision No. 77/2014 / QD-TTg dated December 24, 2014 of theDecision No. 77/2014 / QD-TTg dated December 24, 2014of Government’s Prime Minister stipulating the level of vocational training support for employees who participate in unemployment insurance, the level of learning support career for workers who participate in unemployment insurance is up to 1 VND million / person / month, the specific support level is calculated according to each month, depending on the job, the actual fee and time for vocational training according to the regulations of the organization vocational department. The determination of the profession is based on the Law on Vocational Education and the guiding documents.

Thus, workers who need vocational training if they meet the above conditions for vocational training support will be supported with vocational training as prescribed.
