The biological father of Mrs. Nguyen Thi Thanh Thao (in Phu Tho Province) enlisted in January 1956 in the North Vietnamese Military Region. In September 1965, her father was sent to work as a military expert in Laos. In April 1973, she returned home and studied at the Military Academy.
In May 1991, Mrs. Thao's father retired from the retirement regime with the rank of Colonel, the unit before leaving was the General Department of Defense Industry; Her father passed away in May 1995.
According to Decision 62/2015 / QD-TTg, Mrs. Thao's father is entitled to a one-time allowance for her time as an expert in Laos, but now her family has no papers, only Party member CV and decided to leave. Mrs. Thao's father's retirement regime (in the decision not to record working history).
According to the instructions of the Commune People's Committee, her father must have a certificate of time to be sent to work as an expert from the competent agency. Mrs. Thao would like to ask, which agency did her father's case be confirmed about the time he worked in Laos?
Regarding this issue, The Department of Policy and the Ministry of National Defense responded as follows:
On August 3, 2017, the Ministry of Defense issued a document No. 9024 / BQP-CT to the Ministry of Labor, War Invalids and Social Affairs on the regulation of competent authorities in the military to certify the records for the beneficiary according to Decision No. 57/2013 / QD-TTg dated October 14, 2013, which was amended and supplemented in Decision No. 62/2015 / QD-TTg dated December 4, 2015 of the Governmen’sPrime Minister, on a one-time subsidy for those appointed as experts to help Laos and Cambodia.
Accordingly, for military soldiers, workers, defense officers who are working, are on retirement or are retired, lost their working capacity, are discharged from the military, and return to their localities no records. or do not clearly show the unit and time as experts in Laos and Cambodia, directly managed by the head of regiment level and equivalent or higher, responsible for signing and stamping to confirm the time and location desk, position when appointed as expert.
Based on the above regulations, according to the presentation, before her retirement, Mrs. Nguyen Thi Thanh Thao's father was Colonel of the General Department of Defense Industry. Therefore, Ms. Thao is requested to contact the Political Bureau, the General Department of Defense Industry for consideration and confirmation according to her competence.
