As Mrs. Tran Thi Hong An did not provide specific information about the location of the land plot that needs to be changed in purpose, the Ministry of Agriculture and Environment has no basis to respond specifically. In principle, the change of land use purpose of your family in this case must be consistent with the annual land use plan at the district level, except in the case that your land plot is located in a residential area, which must be consistent with the district-level land use plan or the plan established in accordance with the provisions of the law on urban and rural planning (Clause 5, Article 116 of the 2024 Land Law).

Regarding the change of land use purpose, the land law specifically stipulates in Articles 116, 121, 122, 123 of the 2024 Land Law and the procedures and order are specifically stipulated in Section I, Part III of Appendix I on procedures and order in the land sector issued together with Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government regulating the division of authority of local authorities at 02 levels, decentralization and decentralization in the land sector.
