Regarding this issue, the Quang Ngai Provincial Social Insurance replied as follows:

According to the provisions of Clause 6, Article 18 of the Law on Social Insurance 2014, employees have the right to "authorize others to receive pensions and social insurance benefits". The current law on social insurance allows employees to authorize others for two acts of "receiving pension" and "receiving social insurance benefits". However, the law on social insurance does not prohibit authorization in other cases.

In Ms. Lan’s case, she should fill in a attorney form No. 13-HSB issued together with Decision No. 166/QD-BHXH dated January 31, 2019 of the General Director of Vietnam Social Insurance to authorize relatives to submit one-time social insurance settlement dossier.
