Regarding this issue, the Ministry of Health responded as follows:

According to Article 129 of Decree No. 96/2023/ND-CP, the clinical nutrition practice period must be confirmed at a facility with a suitable scope of professional activities and the practice instructor must meet the following conditions:

From January 1, 2024 to December 31, 2026: The practice instructor must be a practitioner with a scope of practice suitable for the content of the practice instruction or a practitioner with work experience suitable for the content of the practice instruction of 36 months or more.

Thus, the head of the department is a doctor with a certificate of internal medicine practice but has work experience suitable for the content of the practice instruction, then he/she is authorized to sign the confirmation of the practice content (note that to verify the experience of the practitioner, she can supplement the decision to appoint the head of the department for the instructor in her case).
