Regarding this matter, the Ministry of Internal Affairs responds to this question as follows: Clause 1, Article 27 of Law No. 72/2025/QH15 on Organization of Local Government stipulates: In cases where a special zone is recognized as an urban area according to the provisions of law, the local government in the special zone shall perform the corresponding tasks and powers of the local government at the ward level. Currently, the Ministry of Construction is leading and coordinating with relevant agencies to draft a Resolution of the Standing Committee of the National Assembly on urban classification and detailed regulations and guidelines for implementation, to be submitted to the competent authority for consideration and decision. After the above-mentioned documents are issued, they will create a legal basis for implementing urban classification in accordance with the current administrative unit organization and two-tier local government model, including special zones.
