Since the beginning of 2024, the macro-economic situation has been stable, growth has been promoted, major balances of the economy have been ensured, and the state revenue in the first 11 months of the year has reached 106.3% of the estimate.
The completion of revenue collection has taken place while many policies on exemption, reduction, and extension of taxes, fees, and land rents have been implemented; 16 out of 19 tax revenues and the domestic revenues of 40 out of 63 localities met and exceeded the target, ensuring resources to conduct macroeconomic development tasks under the estimates approved by the National Assembly.
In addition to the positive results, the revenue collection still faces many difficulties and challenges, affecting the overall collection results of the whole Customs sector, especially the progress of land use fee collection is still slow, as of the end of November the revenue only reached 82.8% of the estimate.
In order to achieve the highest revenue target, creating momentum for the good implementation of socio-economic development tasks in 2025 and the period of 2026 - 2030, the Prime Minister requested the Ministry of Finance to strengthen collection management solutions, strictly control tax assessment, tax declaration, tax payment, and collect arising revenues under the provisions of tax law, and prevent revenue loss to the State budget.
The Prime Minister required the Ministry of Finance to review and urge timely payment to the State budget for extended tax amounts and land rents in 2024 under Decree 64/2024/ND-CP on extending the deadline for payment of value added tax, corporate income tax, personal income tax and land rent in 2024, and Decree 65/2024/ND-CP on extending the deadline for payment of special consumption tax for domestically produced or assembled automobiles when the extension period expires.
Along with that, continue to strictly implement the direction on strengthening financial discipline and order in State budget management, drastically perform inspection, examination, fight against revenue loss, and collect tax debts.
The Prime Minister requests the Ministry of Finance to direct the Tax authority to urgently coordinate with local agencies and branches to advise the People's Committees of provinces and cities to promptly handle and remove difficulties and obstacles in procedures and prices for real estate projects, speed up the disbursement of public investment capital, conduct auctions, land allocation, land lease, and urgently collect the State revenues under the provisions of the law on budget revenue collection.
Strengthen the fight against revenue loss in the transfer of two-price real estate to create a healthy real estate market; review all projects that have slow implementation and have outstanding land use fees, and report to the People's Committees at all levels to direct relevant agencies to focus on removing obstacles to have a basis for urging timely collection of tax debts, land use fees to the State budget. Report the People's Committees of provinces and cities to recover the projects that deliberately delay or fail to implement.
