The Ministry of Finance, in collaboration with the Delegation of the European Union (EU) and the European Chamber of Commerce (EuroCham) in Vietnam, organized a seminar in Hanoi on September 8 to discuss the effective implementation of Resolution No. 10-NQ/TW.
The event aimed to promote and elevate comprehensive Vietnam-EU investment cooperation in the new era of development.
Addressing the seminar, Dr. Nguyen Anh Tuan, Chairman of the Vietnam Association of Foreign Invested Enterprises (VAFIE), emphasized that the foreign direct investment (FDI) business community strongly welcomes Resolution No. 10-NQ/TW, which reaffirms that the foreign-invested sector is an essential component of the national economy, while guaranteeing property rights, intellectual property (IP) protection, and the legitimate rights and interests of investors.
Furthermore, the resolution explicitly states that the foreign-invested sector operates under fair competition and equal treatment alongside other economic sectors. These commitments serve as crucial signals to bolster investor confidence, particularly for strategic, long-term global investors operating in Vietnam. Vietnam aims to establish an investment and business environment among the leading group in ASEAN by 2030.
According to Dr. Tuan, achieving this target requires continuous institutional refinement toward greater transparency, consistency, clarity, and predictability. Crucially, the regulatory system must ensure non-retroactivity and uniform legal enforcement across all levels of administration.
Beyond institutional reform, investors expect Vietnam to accelerate infrastructure upgrades - particularly in transportation, logistics, and power supply - while upgrading workforce quality and reinforcing intellectual property rights protection.
Sharing an investor perspective, Mr. Bob Fletcher, Head of EuroCham’s Tax and Transfer Pricing Subcommittee, emphasized that tax policy remains a pivotal factor in maintaining investment attractiveness.
He noted that European businesses expect clear, predictable, and fair tax mechanisms, including streamlined tax administration, clear transfer pricing guidelines, and tax incentives that encourage green transition, high-tech manufacturing, and research and development (R&D).
Mr. Fletcher added that European enterprises continue to regard Vietnam as one of Asia’s most attractive investment destinations. This sustained appeal is driven by political stability, robust economic growth, a strategic position in global supply chains, and an extensive network of free trade agreements, including the EU-Vietnam Free Trade Agreement (EVFTA).
