By the end of July, ministries and local governments had allocated most of the 2021 public investment capital from the State budget.

The 2021 public investment plan from the State budget is about VND604 trillion (including VND16 trillion of the national target programme capital plan).
The Ministry of Finance reported by the end of July, the ministry received reports on the allocation of 2021 State budget investment plans from all 50 ministries, central agencies and 63 local governments.
A total of 34 ministries and 39 local governments have not fulfilled the capital plans assigned by the Prime Minister.
The total allocated capital exceeded 92% of the capital plans assigned by the Prime Minister. However, additional capital plans assigned by the local governments are nearly VND 57 trillion higher than those assigned by the Prime Minister. Thus, VND52 trillion has not been allocated, with domestic capital making up VND47 billion and foreign capital more than VND5 trillion.
The unallocated capital in ministries and central agencies accounts for 19.46% of the plans assigned by the Prime Minister, while unallocated capital in local governments accounts for 8.89% of the plans assigned by the Prime Minister.
The Ministry of Finance said for the central budget, ministries, central agencies and local governments have not yet disbursed estimated capital plans to new construction projects in 2021 since these projects are not included in the medium-term public investment plan for 2021-2025.
Another reason is planning projects are not eligible; ODA projects that have not yet signed or are under negotiation and projects whose capital allocation time exceeds the prescribed time.
In addition, for the local budget, almost 43 of 63 local governments assigned the capital plans higher than those assigned by the Prime Minister.
However, besides at least 15 of 63 local governments have not fully finalised their capital plans.
