Resolution 79 of the Politburo sets out the overarching goal of enhancing efficiency and strengthening the leading, pioneering and strategic role of the state-owned economy in key and essential sectors. It aims to guide and support the development of other economic sectors, promote rapid and sustainable growth, ensure national defence and security, advance social progress and equity, and improve people’s living standards.
