The proposal was presented at a meeting with Lai Chau provincial authorities on Wednesday.
The complex will comprise the 6,400 MW To Y Phin pumped-storage hydropower project and nine solar power projects with combined capacity of 17,000 MW, supported by substations and 500 kV transmission lines.
The To Y Phin project will be located in Doan Ket ward and Sin Suoi Ho commune, with development split into two phases: 3,200 MW in 2026-2030 and another 3,200 MW in 2031-2035.
For solar power, Xuan Thien plans four projects for the 2026-2030 period: Phong Tho 1, with a capacity of 1,700 MW; Phong Tho 2, at 1,400 MW; Nam Cuoi, at 2,400 MW; and Nam So, at 2,000 MW.
A further five projects are proposed for 2031-2035: Ta Tong and Muong Te, each with a capacity of 2,600 MW; Nam Hang, at 1,300 MW; and Hua Bum and Pa Tan, each at 1,500 MW.
The projects would be spread across several communes and wards in Lai Chau, with 500 kV substations and transmission lines designed to connect the generation facilities to the power grid.
However, the proposed capacity substantially exceeds the scale currently reflected in provincial planning. Under Lai Chau’s provincial plan, approved under Decision 333/QD-UBND on February 27, 2026, the To Y Phin pumped-storage project has a planned capacity of 500 MW. The province has also approved 76 solar power projects with a combined capacity of 12,051 MW.
Provincial authorities have proposed submitting the projects to the relevant agencies for inclusion in the national power development plan for 2021-2030, with a vision to 2050. Further review and amendments to the national plan would be needed before the proposed projects could proceed on the planned scale.
The integrated complex aligns with Lai Chau’s strategy to develop its renewable energy potential, the local authorities said. If implemented, the projects could attract substantial investment, increase local budget revenue, and create jobs, while supporting Lai Chau’s target of double-digit economic growth in the coming years.
