The Ministry of Construction (MoC) has submitted a report to the Prime Minister regarding the investment plan for the Quang Ngai – Kon Tum Expressway, specifically outlining its stance on the proposed investment for the Quang Ngai – Mang Den section.

According to the MoC, the Prime Minister had previously assigned the Quang Ngai Provincial People’s Committee as the governing body to implement the project via public investment. The goal is to expedite the Quang Ngai – Kon Tum Expressway to meet transport demand, complete the regional expressway network along the East-West corridor, and enhance connectivity between the Central Highlands and the South Central Coastal region.

However, the ministry noted that the state budget must currently prioritize major national key projects, including: the North-South High-Speed Railway; the Lao Cai – Hanoi – Hai Phong and Hanoi – Dong Dang railway lines; and the expansion of the North-South Expressway (Eastern section).

In this context, the MoC stated that transitioning the Quang Ngai – Mang Den section to the Public-Private Partnership (PPP) model would significantly alleviate pressure on the state budget.

The ministry further emphasized that this direction aligns with the Party and State’s orientation to create breakthroughs in socio-economic infrastructure development—as outlined in the Resolution of the 14th National Party Congress—and to promote private sector development following Politburo Resolution No. 68-NQ/TW dated May 4, 2025.

Nevertheless, the MoC highlighted that on April 3, 2026, the Prime Minister issued Directive No. 12/CT-TTg, which aims to strengthen the effectiveness, efficiency, and accountability of bidding processes. This directive requires a comprehensive review of all current and planned projects, ensuring that only those deemed truly necessary, urgent, effective, and aligned with regional planning are greenlit.

From a specialized management perspective, the MoC stated that the proposal by the Provincial People’s Committee to switch the investment format of the Quang Ngai – Mang Den section from public investment to the PPP model is well-founded and justified.
