The Standing Committee of the Ho Chi Minh City Party Committee on March 18 issued a decision to establish a Steering Committee dedicated to two major tasks: evaluating the implementation of the Politburo's Resolution No. 31-NQ/TW regarding development directions for the city through 2030 (with a vision to 2045), and researching the proposal for a "Special Urban Law" project.
The Steering Committee, headed by Ho Chi Minh City Party Secretary Tran Luu Quang, is tasked with providing comprehensive oversight for the review and evaluation of Resolution 31.
This includes directing the content, methodology, and organizational structure of the review process to ensure an objective, comprehensive, and scientific assessment. The evaluation must align closely with established goals and solutions while accurately reflecting the practical results achieved after three years of implementation.
Furthermore, the Steering Committee will act as an advisory body to the Politburo, proposing a new resolution on the city's development directions for the upcoming phase. This will serve as a vital political foundation for the city to implement the resolutions of the City Party Congress for the 2025–2030 term and the 14th National Party Congress.
In addition, the Steering Committee will oversee the research and drafting of the "Special Urban Law" project. This legislation aims to refine the institutional framework for specialized urban development, enhance decentralization and the delegation of power, and create favorable conditions for the city to maximize its dynamism and creativity in a new era of growth.
