Of these, 19 projects are located in the South Saigon New Urban Area (in the former District 70) and developed by Phu My Hung Development Corporation.
These include residential developments such as Sky Garden 2 - Lot R1-2, the H29-3 high-rise apartment complex (My Phuc), the H6-1 residential area (My Phuoc), the S1-3 high-rise housing project (Green View), and the My Canh neighborhood Phase II (My An), along with residential lots MD3-1, MD4-1 and other plots including CR5-1B, CR5-2, C12B-2, C17-2 and CR9.
Outside the South Saigon urban area, the list also includes several projects in eastern HCMC. These include the Hanh Phuc apartment complex developed by C-Holdings, an apartment project on Lo Lu street, a mixed-use residential, commercial and office tel development at 36 Mai Chi Tho street in Binh Trung ward, and a residential project in Long Truong ward covering more than 149,000 square meters.
Another project included in the list is Tan Binh apartment complex, now located in Tan Dong Hiep ward, which has also been approved for foreign ownership.
The municipal People’s Committee has tasked the city’s Department of Construction with publicly disclosing information about these projects in accordance with Article 7 of the Government's Decree 95/2024/ND-CP on its news portal.
Earlier, during 2025 and the first months of 2026, HCMC released four separate lists of projects eligible for foreign ownership, bringing the total to 93 developments.
Under exisiting rules, foreign individuals can only own property in the form of apartments or separate houses in an investment project to build commercial housing. They are not allowed to purchase houses in areas deemed important to national defense and security.
There are other limits to property ownership. Foreign organizations and individuals cannot own more than 30% of the total number of apartments in an apartment building, and no more than 10% of an individual housing project of less than 2,500 units.
