After proposing the General Department of Vietnam Customs (GDVC) on the instruction of customs procedures for goods stuck at seaports, and to ensure quick customs clearance and not to interrupt the supply chain, HCM City Customs Department has provided solutions to support firms amid the pandemic.
On August 5, Director of HCM City Customs Department Dinh Ngoc Thang issued Decision 1080 and Decision 1081 to establish two working teams, including the Quick Response Teams for customs clearance for goods to serve the Covid-19 prevention and control (Team 1080), and the Standing Team for prevention of goods backlog at the border gate (Group 1081).
Members of teams include a leader of the department and leader of border gate customs branches that have a large volume of import and export goods.
Team 1080 is in charge of directing overall programmes and solutions to maintain smooth customs control and clearance at seaports in HCM City amid the pandemic.
The team instructs and publishes customs procedures via the mass media. It participates in the support and quick response groups of the local governments to assist and remove difficulties for importers and exporters for receiving and customs clearance of goods for disease prevention.

Team 1081 is in charge of working with the department’s subordinate units to implement programmes and solutions for trade facilitation to maintain smooth customs operation and clearance at border gates and areas outside border gates under the management of HCM City Customs Department.
The team summarises related difficulties and problems to report, advise and propose to the Department's leaders urgent solutions to solve procedures for firms affected by the public health crisis; reports the GDVC and the People's Committee of HCM City for cases beyond its competence.
