The Government has issued Resolution No. 02/NQ-CP on improving the business environment and enhancing national competitiveness in order to maintain the motivation for continuous reforms.

To achieve the goal of moving up 10 notches in terms of the business environment index,
the Government will continue to issue Resolution No. 02/NQ-CP on improving the business
environment and enhancing national competitiveness, aiming to maintain the motivation
for continuous reforms

In the context of the Government accelerating efforts to reform Viet Nam’s business climate indicators, the inception of Resolution No. 02/NQ-CP on continuing to perform key tasks and solutions to improve the business environment and enhance national competitiveness in 2020 is considered a new “push” and motivation for continuous reform, with orientation to 2021.

Over recent times, the Government has made significant efforts in renovating Viet Nam’s business environment. The determination no longer lies in words with declarations such as “Government of action and facilitation” or “Taking businesses as the subjects of service”, but have turned into specific actions, with the issuance and enforcement of business-friendly economic policies.

These efforts have also registered significant contributions from the business community who are marking themselves as “stars in reforms.”

At a recent conference between the Government and localities, Deputy Prime Minister Vu Duc Dam said that in the period of 2016-2019, most of Viet Nam’s business climate and competitiveness indicators (according to international assessments) constantly improved in terms of both the score and ranking.

Viet Nam’s score in the business environment index continuously increased, by 0.43 in 2018 and 1.44 in 2019, reflecting the efficiency and improved quality of the Government’s reforms. In 2017, the business environment recorded with remarkable reforms. 

According to experts, the improvement efforts from the Government, together with the active, proactive and drastic participation of ministries, branches and localities towards creating a favorable business environment, is the most practical action to accompany enterprises.

In 2020, Viet Nam strives to climb up 10 places in the World Bank’s Ease of Doing Business rankings, five places in the World Economic Forum’s Global Competitiveness Index 4.0 rankings, three to four places in the World Intellectual Property Organization’s Global Innovation Index, and 10 to 15 places in the United Nations e-Government Survey.
