At a meeting between the three parties on October 19, EVN reported that it had basically guaranteed the electricity supply in Thai Binh, contributing to the province's socioeconomic development.
Currently, the total capacity of the 220kV substations does not meet all the electrical demand in the province (744MW). Thus, it needs to be supported by 110kV lines linked to the power grids of Nam Dinh, Haiphong, and Ho Chi Minh City.
To deal with the above overload situation, EVNNPT and Northern Power Corporation (EVN NPC) are investing in 500-220-110kV power transmission line projects. However, during the implementation process, the investor still faces many obstacles.
For example, at the 500kV power transmission line, Nam Dinh 1-Pho Noi, which is expected to start construction in December 2023.
To ensure the best preparation and to meet the construction schedule according to directions from Prime Minister Pham Minh Chinh, EVN has requested that Thai Binh People's Committee gives its opinions on adjusting the project's route through Vu Thu, Hung Ha, and Quynh Phu districts. This is similar to the proposal mentioned in document No.5763/NPMB-TD, dated October 9.
In addition, EVN requires the province to accelerate the approval of the environmental impact assessment report for the project.
With the Haiphong-Thai Binh 500kV line project, which is set to start construction in the second quarter of 2026 and be completed in 2027, EVN requests that the People's Committee, Department of Planning and Investment, and relevant departments support and provide their comments once the Ministry of Planning and Investment (MPI) issues documents relating to the investment planning.
The Thai Binh 500kV transformer station is expected to start construction in February 2024 and be completed by the end of 2024. With this, EVN requests the same parties to approve the project's investment planning when EVNNPT submits its dossier to the MPI, creating a basis for implementing the next steps.
At the meeting, Pham Hong Phuong, deputy general director of EVN, asked Thai Binh People's Committee to continue to coordinate with EVN and its member units on the investment and construction of power projects according to the approved planning.
Secretary of Thai Binh Party Committee Ngo Dong Hai hopes that the investors will carefully calculate specific implementation plans and accelerate the progress of new investment for the renovation and upgrade of a number of key power grid projects. It has been told to simultaneously research the development of renewable and clean energy projects.
The secretary also requested each department and branch of the province to consider the work EVN and EVNNPT as a key investment. Therefore, it is necessary to facilitate project implementation to ensure the schedules are kept.
