Specifically, it would divide the reopening process into two phases. The first, from Sept. 21 to 30, would allow businesses to reopen at 50 percent of their maximum capacity. Food and beverage establishments may allow takeaways only, and must close before 9 p.m. daily.

Non-essential businesses like karaoke parlors, dance clubs, bars, spas, gyms and indoor sports facilities, outdoor entertainment venues and Internet cafes, among others, would need to wait for further instructions from Hanoi People's Committee.

During the first phase, Hai Ba Trung would continue to close down the Bach Khoa, Nguyen Cong Tru and Quynh Mai markets. The Hom, Duc Vien and Dong Tam markets meanwhile would only be allowed to sell essential goods while following coronavirus control measures, including mandatory QR code scans upon entry and exit.

Supermarkets, convenience stores and other retail outlets selling essential goods are allowed to operate at maximum capacity. The district would continue to deploy 19 mobile stations that sell goods to meet demand.

However, factories and businesses inside locked down areas would not be allowed to operate. Gathering of more than 10 people outside offices, schools and hospitals are also banned.

In the second phase, starting October, if the district is deemed a low-risk area, businesses, factories, markets, supermarkets and malls would be allowed to operate at maximum capacity.

Food and beverage establishments would be allowed to operate, but must abide by coronavirus control measures like wearing masks and QR scans.

Other business, commercial activities and services in the district would also be allowed to operate in the "new normal", but large gatherings would still be discouraged in public.

Hai Ba Trung, a downtown district, has recorded 243 Covid-19 cases since the fourth coronavirus wave hit Vietnam in late April. Around 98 percent of adults in the district have received their first Covid-19 vaccine shots. The district expects there would be no more coronavirus cases in its community by Tuesday.

Hanoi has undergone a series of social distancing orders, with the latest expected to end after Tuesday.
