The mining, smuggling, trade fraud and illegal transportation of minerals in the sea areas have been complex, causing the State revenue losses and affecting political security, social order and safety, according to the General Department of Vietnam Customs (GDVC).

Regulatory agencies have detected and handled some firms abusing policies on mineral exports to illegally export mineral of an unknown origin.
To control this situation, the GDVC warns local customs departments about violations in mineral exports.
Some firms have exported minerals that are not issued green lights by agencies as prescribed in Article 82 of the Law on Minerals but they declared those as common construction materials.
Making and using fake invoices and sale contracts to export minerals of unknown origin or those exploited from mines that have not yet approved by agencies as prescribed in Article 82 of the Law on Minerals.
Some issues are falsely declaring name, quantity, category and code of goods for frauds in tax and management policy, exporting minerals failing to meet standards and the origin of mineral mining.
In addition, using documents of Provincial People's Committee guiding on the recovery of minerals not used as common construction materials and have not yet approved by Prime Minister or the Ministry of Natural Resources and Environment to illegally export minerals.
Also, using documents issued by the Ministry of Natural Resources and Environment, the provincial People's Committee guiding contents related to mining, assessment of reserves and additional planning and failing to have permits issued by agencies to illegally export minerals.
Finally, using documents guiding the export of minerals in stock that have not been reported by Ministry of Industry and Trade, Ministry of Natural Resources and Environment and the local government to the Prime Minister for consideration and decision per Article 14 of Government’s Decree 17/2020 to export minerals.
The GDVC requests local customs departments to strictly check export dossiers, conduct physical inspections and refer to the provisions of the Law on Minerals, Law on Customs in the customs process.
