Vietnam Customs sets the goals of reforming the customs apparatus with a simple structure, reducing focal points, meeting requirements on developing the smart customs model and performing a role as a focal point for specialized inspection for imported goods in the draft Customs development strategy for 2021-2030.

Vietnam Customs builds a system of modern infrastructure, machinery and
equipment to meet the requirements of State management of customs in
the new situation.

The Ministry of Finance has consulted ministries, branches and business associations to perfect the draft before submitting it to the Prime Minister for approval.

To continue the Customs reform, development and modernization process in the new context, and to better serve the business community, contributing to trade facilitation and enhancing national competition, Vietnam Customs has developed a draft Customs development strategy for 2021-2030.

The draft sets the goals of building a professional and modern Vietnam Customs and on par with the Customs administrations of developed countries around the world, leading in the implementation of the digital Government with the Smart Customs model.

Improving the efficiency in the customs process, supervision and tax collection for people and businesses, facilitating cross-border trade, tourism and legal transportation, creating a transparent and fair import-export environment, contributing to improving national competitiveness, ensuring social security and safety, and protecting national interests and sovereignty.

Customs also builds a legal framework on modern Customs for development and implementation of the smart customs model and performance of the role as the focal point for inspection of imported and exported goods at border gates.

The provisions on customs, import and export duty, tax administrations for goods will be linked closely and synchronously.

The draft strategy aims to reform customs procedures towards transparency, simplicity, consistency with the standards and recommendations of the World Customs Organization to reduce the time and costs in customs clearance and release.

Centralize, modernize and automate customs inspection, supervision and control; promote inspection before and after customs clearance; deploy the smart border model, green customs; reform the specialized inspection model for imported and exported goods at the border gate.

Facilitate legal trade, combat smuggling, illicit cross-border transportation of goods, and protect legitimate rights and interests of business organizations and individuals and consumers.

Build a centralized and integrated Customs information technology system meeting the requirements of system information security, with a digital platform in accordance with the architecture of e-Government, digital Government, and international standards; widely apply scientific and technological achievements of the Fourth Industrial Revolution.

Develop a system of modern infrastructure and equipment to satisfy the requirements of customs control in the new situation; implement the National Single Window, the ASEAN Single Window, and connect with Vietnam's trading partners to handle administrative procedures and exchange information between Customs and relevant ministries, branches and units participating in the supply chain to meet the requirements on management for imported, exported and transited goods, and vehicles on exit, entry and in transit.

Reform customs apparatus with a simple structure and reduce focal points to meet requirements on smart customs, and implement inspection for imported goods at border gates; promote the model of human resource management based on working position; develop officers who are qualified and capable of meeting the requirements for the smart customs model and political tasks.

Promote complete and effective international cooperation and integration in customs, enhancing the role, position and reputation of Vietnam Customs in the world customs administrations; develop cooperation and partnership relations between Customs and related parties to create trust and enhance the efficiency of Customs management. Improve the level of business satisfaction with the implementation of customs procedures.
