These efforts include General Secretary and President To Lam’s request to implement a 100-day action plan to address bottlenecks in digital transformation; the Central Steering Committee for Science and Technology Development, Innovation, and Digital Transformation distilling this into 50 key tasks; and Prime Minister Le Minh Hung’s promulgation of an action plan to implement the conclusions of the Central Steering Committee.

These represent a series of resolute, consistent, and well-structured directives, backed by concrete steps and clearly defined plans.

The foremost task for the entire political system, both now and in the coming period, is to deliver visible results that are recognised by society, rather than orchestrating a short-lived campaign that yields mere symbolic activity without producing meaningful outcomes.

The paramount requirement dictates that every task must deliver a product that is operational, is data-driven, is used by people, and is capable of producing verifiable results. This reflects a profound shift in governance towards assessing success on the basis of real-world value.

Digital transformation, or indeed any data platform, proves successful only when it achieves widespread adoption. Similarly, an online public service is meaningful only when citizens actually submit applications through it and receive prompt, accurate results.

While the objectives and tasks have been clearly defined, the next crucial stage hinges on effective implementation and operation once bottlenecks have been removed.

Priority should first be given to selecting tasks from the 50 identified priorities that best match the capabilities, resources, and practical conditions of each locality or organisation, thereby avoiding a reactive approach.

Each task and product must also have a clearly designated accountable individual to avert scenarios where multiple people share responsibility for the same work, leading to confusion, fragmented resources, and ultimately limited results.

Tasks stand a far greater chance of achieving positive outcomes in both quality and progress when they are subject to regular supervision, inspection, support, and guidance from competent authorities. Localities and agencies should therefore maintain continuous oversight while also providing timely assistance to resolve emerging difficulties that arise during implementation.

A primary objective of the 100-day campaign is to render digital services more convenient, accurate, and responsive for both citizens and businesses. To achieve this, local authorities, agencies, and organisations should regularly gather, understand, and respond to public feedback.

The 100-day campaign, encompassing 50 nationwide tasks, entails an enormous workload and will inevitably place considerable pressure on officials and public employees across all sectors.

It is therefore essential to allocate adequate resources while fostering a spirit of solidarity, mutual support, and shared responsibility in overcoming challenges. These will form the foundation for the entire system to achieve the best possible outcomes.

The achievements recorded during this intensive campaign will certainly not conclude Viet Nam's digital transformation journey. Instead, they should serve as a springboard for further progress, promoting a more sustainable, efficient, and secure digital environment for administrative procedures.

The success of the 100-day campaign should not be gauged merely by the number of documents issued on schedule, but by whether digital transformation products are genuinely easy for citizens and businesses to use, whether obstacles are resolved promptly, and whether the three-tier government system operates in a coordinated, seamless, and secure manner based on data.

These are the substantive goals and genuine measures of success articulated in Politburo Resolution 57, issued in 2024, on breakthroughs in science, technology, innovation, and national digital transformation.
