The groundbreaking ceremony for Bach Dang II Industrial Park took place at a special time, as Quang Ninh prepares to reach the milestone of becoming a centrally governed city. The event not only marks the implementation of a large-scale industrial infrastructure project but is also part of the province’s new development orientation.
Accordingly, Quang Ninh continues to shift its development model from “brown” to “green,” restructuring its economy in association with innovation in its growth model. Processing and manufacturing, high technology, the marine economy and logistics services have been identified as important growth drivers.
Bach Dang II, located in the Dam Nha Mac area of Lien Hoa Ward, within the Quang Yen Coastal Economic Zone, is expected to become an important component of this development space.

A “two-in-one” advantage from industry and seaports
The Bach Dang II Industrial Park project is invested in by Bach Dang II Industrial Park Joint Stock Company, with total investment capital of VND 5,000 billion and a planned area of 420.93 hectares. Of this, approximately 322.38 hectares is allocated for general industrial land and rental warehouses; the remaining area is designated for green space, water surfaces, transport and technical infrastructure. The project was approved in principle by the Management Board of Quang Ninh Economic Zones under Decision No. 337/QD-BQLKKT dated June 28, 2026; the 1/2,000-scale zoning plan was approved under Decision No. 405/QD-BQLKKT dated July 31, 2026.
A notable distinguishing feature of Bach Dang II is its strategic location within the Hanoi - Hai Phong - Quang Ninh development triangle and its ability to connect directly with the region’s transport and seaport systems. From the industrial park, businesses can access the Hanoi–Hai Phong and Hai Phong - Ha Long - Mong Cai expressway corridors, thereby facilitating connections with major economic centers as well as trade routes with China.
In particular, the project has approximately 2,150 meters of shoreline adjacent to the Hai Phong maritime channel, while also connecting with the seaport system in the Hai Phong area. This is an important advantage for industries that use large volumes of raw materials and input goods or have frequent import and export needs.
Under the orientation, Bach Dang II will focus on attracting sectors such as chemicals, petrochemicals, liquid raw materials, energy and specialized logistics. The project is designed with the capacity to receive vessels of 20,000 - 55,000 tons under reduced-load conditions, facilitating the transportation of raw materials and goods by sea.
Against a backdrop in which logistics costs are having an increasingly pronounced impact on corporate competitiveness, this advantage could create a significant distinction for the industrial park. Bringing production, warehousing and logistics into the same ecosystem enables businesses to shorten transportation routes, reduce intermediary costs, exercise greater control over supply chains and gain faster access to domestic and international markets.
In addition to road and waterway transport, Bach Dang II can also connect with Cat Bi International Airport and Noi Bai International Airport. This provides favorable conditions for attracting high-tech enterprises and businesses that need to transport high value goods or require fast delivery times.
Thus, Bach Dang II’s advantage is not simply its large-scale industrial land fund, but its potential to establish a relatively comprehensive industry - seaport - warehousing - logistics chain.

“Not attracting investment at any cost”
Speaking at the groundbreaking ceremony, Mr. Quan Minh Cuong, Secretary of the Quang Ninh Provincial Party Committee, emphasized that the groundbreaking of Bach Dang II represents a concrete step toward realizing Quang Ninh’s new development orientation, while also opening up additional development space within the Quang Yen Coastal Economic Zone.
According to the Secretary of the Quang Ninh Provincial Party Committee, advantages in transport, seaports and logistics can only truly become growth drivers when they are transformed into substantive infrastructure, substantive production projects, substantive jobs and substantive added value.
Notably, Mr. Quan Minh Cuong affirmed: “Quang Ninh Province does not set the goal of merely having another industrial park; the higher goal is to create a modern, green, smart production space with its own identity and international competitiveness.”
This perspective shows that the requirements for Bach Dang II go beyond infrastructure construction and filling the available land. The industrial park’s effectiveness will be assessed based on the quality of investors, technological sophistication, value generated per unit of land, the ability of domestic enterprises to participate in supply chains, job quality and long-term contributions to the locality. Quang Ninh also remains steadfast in its position of not attracting investment at any cost and not trading the environment for purely economic growth.
To realize this objective, the Secretary of the Provincial Party Committee requested that the investor concentrate the highest possible level of resources and organize construction in a scientific, synchronized and safe manner; clearly define each progress milestone, each work item and specific responsibilities, preventing symbolic groundbreaking ceremonies, delays in implementation or wasteful use of land resources.
At the same time, technical infrastructure and environmental protection infrastructure must be invested in synchronously and developed ahead of other components, particularly transport, electricity, water supply and drainage, wastewater treatment, fire prevention and fighting, and digital infrastructure.
The province also requires investment promotion to have a clear focus, prioritizing leading companies in value chains and projects featuring advanced technologies, modern management, high added value and low emissions; while strengthening linkages with domestic enterprises, developing supporting industries and training human resources.
On the investor’s side, Mr. Nguyen Dung Tien, Chairman of the Board of Directors of Bach Dang II Industrial Park Joint Stock Company - the project investor, said the company aims to develop Bach Dang II into a modern, safe, synchronized and sustainable industrial space.
According to Mr. Tien, the project not only aims to provide infrastructure and industrial land but also seeks to accompany investors throughout the entire process, from learning about the project and implementing investment to production and business operations.
With the motto “Comprehensive Partnership,” the investor plans to build a comprehensive support service ecosystem while prioritizing investors with advanced, environmentally friendly technologies that are aligned with Quang Ninh’s green and sustainable development goals.
This direction is also consistent with the new competitive trends among industrial parks. As investors increasingly focus on infrastructure quality, logistics connectivity, environmental standards, electricity and water supply capacity, and support services, an industrial park seeking to attract long-term capital flows cannot rely solely on its advantage in land prices.
Bach Dang II has favorable conditions to differentiate itself through its location associated with seaports, interregional transport networks and its orientation toward developing specialized industries. However, for these advantages to be truly transformed into competitive capabilities, requirements concerning implementation progress, infrastructure quality, the environment and the quality of capital flows will be decisive factors.
The groundbreaking ceremony is therefore only the starting point. As emphasized by Quang Ninh provincial leaders, “today’s groundbreaking must become tomorrow’s progress; commitments must be transformed into products; advantages must be transformed into competitiveness.”
With a scale of VND 5,000 billion and a strategic location within the Quang Yen Coastal Economic Zone, Bach Dang II has an opportunity to become an important link in the industrial - seaport - logistics ecosystem of northern Vietnam. If implemented on schedule, in line with the right orientation, and successful in attracting high quality capital flows, the project will not only create new production capacity but also contribute to expanding Quang Ninh’s growth space in its new phase of development.
