In 2020, the General Department of Customs worked closely with ministries and agencies under the Government to develop and submit draft documents to authorities for promulgation of 12 legal documents.

Since the beginning of the year, the General Department of Customs has mobilised human resources to develop mechanisms and policies on customs in accordance with order and procedures to solve difficulties and problems for the business community and limit overlapping regulations among management agencies, ensuring feasibility, effectiveness and efficiency.
They are important legal documents in customs such as Decree No. 46/2020 / ND-CP dated April 9, 2020 on customs procedures for goods in transit through the ASEAN Customs Transit System; Decree No. 67/2020 / ND-CP dated June 15, 2020 amending and supplementing a number of articles of Decree No. 68/2016 / ND-CP dated July 1, 2016 providing for business conditions for duty-free goods, warehouse, customs checkpoints, inspection and supervision; Decree 100/2020 / ND-CP dated August 28, 2020 on duty-free business (replacing Decree 167/2016 / ND-CP); Decree 128/2020/ND-CP dated October, 19, 2020 prescribing administrative penalties for violations in Customs field and Decision No. 27 dated September 21, 2020 on the list of imported goods not allowed to be delivered into bonded warehouses.
Or Circular No. 47/2020/TT-BTC stipulating the C/O submission time and form for imports and exports amid the Covid-19 pandemic has removed problems for enterprises in a timely fashion.
In addition, the General Department of Customs worked with other agencies and accelerated the approval progress for projects submitted to the Government, like the Project for Reforming the Model of Quality Inspection and Food Safety Inspection for import goods; project submitted to the National Assembly for promulgation of the resolution on pilot application of customs guarantee for import and export goods; a Decree on the management of cross-border e-commerce activities; and a decree replacing Decree No. 10/2005 / ND-CP dated January 31, 2005 providing for the customs sector's flag, pennant, symbol, emblem, insignia, badges, uniforms, and identity card, identification signs of customs control means.
