The steering committee overseeing key projects in Hue for the 2025-2030 term recently met with Xuan Thien Group to discuss its investment proposal in Chan May-Lang Co.
The proposed components include Chan May Port, a liquid and gas storage facility, a concrete components plant, an urban-services area and housing for workers and employees, and a high-tech steel complex combined with a cogeneration power plant.
The projects are designed to link seaports, logistics, raw material supply, industrial production, energy, urban development and services.
Xuan Thien estimates that the complex would create direct and indirect jobs for local workers while supporting the development of supporting industries, logistics and related services.
The scale, technology and investment plans are still being studied, reviewed and refined before being submitted to relevant authorities for consideration.
At the meeting, participants focused on planning, land, infrastructure, water supply and environmental protection requirements. Technology selection was required to be aligned with efficient resource use, energy conservation, greater circularity, and water recycling.
Prioritizing individual projects
Hue People's Committee Chairman Le Tri Thanh asked Xuan Thien to develop the seaport as part of a broader expansion of industrial space, ensuring sufficient cargo-handling capacity and seamless connections with related projects.
For the Chan May port system, the city called for an appropriate allocation of berths by function, including areas for container, bulk and liquid cargo, as well as cruise ships.
The plans should assess technical conditions, operating capacity, infrastructure connectivity and impacts on existing residential areas.
Residential planning should also take into account living conditions and long-term livelihoods. If resettlement is required, plans should integrate housing, schools, infrastructure and community facilities.
For households engaged in fishing, the city asked that housing arrangements be studied in conjunction with boat anchorage areas to help maintain their livelihoods. Access to the sea, public beaches and service activities should also be considered in the planning process.
The city asked relevant agencies to work with Xuan Thien to review planning and land-use arrangements, complete procedures for priority components and study transport links between the project area and the port.
The water supply plan must meet production and residential needs, have the capacity to supplement supplies as demand rises and be linked to water-resource protection.
Hue Party Committee Secretary Nguyen Dinh Trung asked Xuan Thien to review the entire proposal, determine priorities and establish an implementation roadmap, with foundational components planned in line with the group's ability to mobilize capital and actual implementation conditions.
The Hue People's Committee was tasked with directing relevant departments, agencies and local authorities to work with the group to review planning, guide the completion of dossiers and procedures, study technical and social infrastructure development, and prepare the necessary workforce.
Worker housing, social housing and accommodation for experts should be integrated with education, healthcare, cultural facilities and essential amenities, the city said.
Trung also called for consideration of establishing a working group to monitor and accelerate investment preparations, with clear responsibilities for the lead agency, coordinating units, and deadlines for each task.
The implementation process must balance the interests of the state, businesses and local residents while prioritizing environmental protection, landscape preservation, and the natural values of the Chan May-Lang Co area.
Established in 2000, the Ninh Binh province-headquartered Xuan Thien Group operates primarily in the fields of energy, materials, and agriculture.
