Strengthening Policy Consultation with PCI 2.0
VCCI’s contributions to law and policy development, administrative procedure reform and business environment improvement have achieved significant results. During the 2021-2026 term, VCCI has commented on 2,250 draft legal documents, 2.3 times the number in the previous term, and has organized 587 conferences and seminars attended by nearly 82,300 delegates and company representatives. Many recommendations on major laws and policies concerning land, tax, investment, business, labor, employment, social security and sector-specific regulations have been highly regarded by drafting agencies and considered for incorporation. At the local level, VCCI has contributed to the development of provincial legal documents and policies, helping improve their quality, align them more closely with practical needs and support socioeconomic development in regions and localities.

VCCI has strengthened its role in the Prime Minister’s Advisory Council for Administrative Procedure Reform, drafting committees and legal review mechanisms, while continuing to publish well-regarded reports such as the Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI) reports, Business Law Flow Report and Mekong Delta Annual Economic Report.
In particular, amid changes in administrative boundaries and the reorganization of local government structures, VCCI has proactively and promptly adjusted and released the Vietnam Private Economy Report, together with a comprehensive upgrade of the PCI 2.0 Index to measure governance quality within the new administrative framework of 34 provinces and cities.
According to Assoc. Prof. Dr. Ho Sy Hung, President of VCCI, VCCI has released the Vietnam Private Economy Report for the first time. The report not only assesses provincial governance quality, as PCI has traditionally done, but also provides, for the first time, an overall picture of the private economic sector, covering more than 1 million companies and more than 6.1 million household businesses that create jobs for 26 million workers, accounting for 50.2% of total employment nationwide, as well as the innovation and digital transformation capabilities of Vietnam’s business community.
“After 21 years of continuous partnership in reform, PCI has officially been upgraded to PCI 2.0, the most comprehensive version in the project’s history. For the first time, VCCI has introduced a parallel measure, the Business Performance Index (BPI), adding a new perspective to PCI. It measures not only the quality of the ‘institutional input,’ but also the ‘market output,’ namely, companies’ ability to survive, generate profits and move up the value chain,” the VCCI President said.
In 2025, after VCCI released the 2024 PCI-PGI rankings, the Prime Minister issued Official Telegram 63/CD-TTg on improving the business environment, showing how VCCI’s research findings can inform policy development. VCCI has also continued to conduct research and publish the Business Law Flow Report series since 2018. In 2024, the Government Office issued Official Letter 4311/VPCP-DMDN conveying the Prime Minister’s views, acknowledging the report and requesting VCCI to continue researching and developing it. These are among the key results of the term, further strengthening VCCI’s credibility and position in policy development.

During the same term, VCCI has compiled more than 5,700 business feedback items and recommendations and submitted them to competent agencies to help address difficulties and obstacles in production and business activities, an increase of 161% compared with the previous term.
One of the notable achievements of the seventh term has been VCCI’s proactive coordination with the Central Policy and Strategy Commission to review the implementation of Resolution 09-NQ/TW, contribute to the development of Resolution 41-NQ/TW dated October 10, 2023 of the Politburo, and participate in developing the Government’s action program to implement the Resolution. VCCI also coordinated the organization of a national conference to disseminate and implement Resolution 41-NQ/TW, with nearly 207,000 delegates attending at more than 4,000 locations nationwide. In 2024, all 63 provincial and municipal Party Committees and 22 central commissions, ministries and sectors, and political and social organizations issued programs and plans to implement the Resolution.
Strengthening Policy Consultation and Improving Business Environment
Building on the results achieved during the seventh term, VCCI enters the 2026-2031 term with a stronger focus on improving the quality of business representation, strengthening its policy consultation capacity and enhancing support for the business community.
Accordingly, VCCI will continue to proactively participate in law and policy development, monitor implementation and promote improvements to the business environment. Participation in law and policy development and implementation monitoring will remain a core task, reflecting VCCI’s role and position as the national organization representing the business community and meeting the requirements of Resolution 66-NQ/TW on reforming lawmaking and law enforcement.
At the same time, VCCI will improve the quality of its comments, policy reviews, and participation in law and policy development; prioritize resources for contributing to important laws with major impacts on the business community and the economy; build a legal database and a real-time system for collecting business feedback on difficulties and obstacles; and proactively propose solutions to institutional bottlenecks and reduce compliance costs for companies.
VCCI will strengthen in-depth research and practical reviews and promptly make recommendations to competent agencies on important legal and policy issues with major impacts on business activities. It will continue developing the Provincial Competitiveness Index and business environment indicator sets, support localities in effectively using survey results for reform programs, and strengthen coordination and linkages between VCCI and business associations in policy development, while improving the awareness and capacity of associations and companies to participate in lawmaking.
Nguyen Hoang - Member of the VCCI Executive Committee, Chairman of N&G Group and Chairman of the Hanoi Supporting Industries Business Association (HANSIBA) - said that the role of VCCI and business associations in policy development and implementation needs to be strengthened. In the upcoming eighth term, VCCI will continue to strengthen its role as a “common home,” a policy bridge and a force for creating a favorable development environment for Vietnamese companies.
According to Pham Dinh Doan - Member of the VCCI Executive Committee and Chairman of Phu Thai Group - in the coming period, VCCI needs to strengthen coordination with the Government to issue substantive, policy-oriented quarterly reports while chairing thematic conferences in areas such as trade, tourism, services and supporting industries. VCCI cannot handle everything, but it plays an important role in making recommendations to the Party and Government on macro-level issues, as well as putting forward major ideas and proposals for the business community.
