VCCI honors outstanding Vietnamese entrepreneurs in 2022
According to forecasts, domestic and global developments will remain rapid and complex. This context sets out six major requirements for VCCI during its eighth term: strengthening its role as a bridge between the Party, the State and the business and entrepreneur community; fully performing its role as the representative of the business community; improving its capacity to participate in institutional development and oversee implementation; providing information and supporting companies in digital and green transformation; turning business culture and entrepreneurial ethics from awareness into practice; and renewing its organizational model, financial mechanism and staff capacity to effectively carry out these tasks.
Strengthening Institutions and Business Capacity
With the spirit of “Unity, Pioneering, Innovation, Development,” the eighth VCCI National Congress sets out the direction for the 2026-2031 term: proactively participating in law and policy development, improving the quality of policy review and implementation oversight, contributing to fundamental reforms in the development and enforcement of economic laws, and creating a transparent, stable and favorable legal environment for companies. It will promote improvements to the business environment, create strong momentum for business establishment and development, contribute to improving national competitiveness, and advance the policy of developing the private sector into one of the most important drivers of the economy.
At the same time, VCCI will fully and effectively perform its role as the national organization representing the Vietnamese business community, promoting linkages among state-owned, private and foreign-invested companies in supply and value chains. It will pioneer the development of Vietnamese business culture as a foundation for sustainable development, creating value for each company, entrepreneur and society. It will support companies in digital and green transformation and promote the application of science, technology and innovation.
In addition, VCCI will strengthen connections between Vietnamese companies and the international business community and partners, promote linkages and develop business associations by industry, size and location, and build a strong contingent of entrepreneurs with national spirit and social responsibility, while effectively representing and protecting the lawful and legitimate rights and interests of the business community and employers.
VCCI will renew its organizational model and operating methods in a proactive, creative, professional, efficient and effective manner.

Key Targets and Action Plans
The overall goal for the 2026-2031 term is to build a strong VCCI that serves as an efficient bridge between the Party, the State and the business community; improve the effectiveness of its role in representation, protection of lawful rights, and policy and legal review; and promote innovation, digital transformation and international integration, thereby contributing to building a strong Vietnamese contingent of entrepreneurs with patriotism, good business culture and social responsibility, who make positive contributions to the prosperity of the country.
Specifically, in institutional development and business environment improvement: organize and annually announce the Provincial Competitiveness Index (PCI) and other business environment indices; increase the rate at which VCCI’s recommendations on policy and legal development are incorporated, strengthening its role as a leading consultation channel on business law.
In supporting business development: effectively develop and implement five to 10 national-scale programs, projects and tasks to help the business community improve competitiveness, carry out digital and green transformation, train management personnel and restructure companies, with a focus on supporting small and medium-sized enterprises (SMEs) in accessing and carrying out digital and green transformation under approved projects. Develop and implement codes and rules of conduct and business ethics, and establish and promote the Vietnamese Business Culture Value System throughout the business community.
In human resources training: implement the “CEO Vietnam the New Era” program, contributing to the development and implementation of the national program for training and developing corporate chief executives, striving to achieve the training target approved by the competent authorities (expected to be about 6,000 chief executives during the term), in coordination with universities, research institutes and reputable domestic and international training institutions; coordinate the implementation of high-tech human resources training in semiconductors and artificial intelligence.
In sustainable development: encourage companies and business associations nationwide to apply the Corporate Sustainability Index (CSI), striving to expand its application to economic groups and listed companies, promote environmental protection, apply ESG, fulfill social responsibility and adapt to climate change.
In international integration: organize at least 20 programs and events each year to support companies in international integration and trade and investment promotion; participate in implementing the Go Global Program, supporting 1,000 companies in expanding into international markets; effectively represent the Vietnamese business community in international organizations and multilateral cooperation mechanisms in which VCCI participates, with a focus on APEC Year 2027.
In organization and membership: develop official and affiliated members; establish and strengthen regional business councils in line with the organizational model of administrative units and the country’s regional development planning; complete the streamlining of professional and advisory departments and branches, standardize job positions, and carry out comprehensive digital transformation of VCCI’s internal management.
Three Strategic Breakthroughs
Based on the above directions, objectives and key tasks, VCCI has identified three strategic breakthroughs for the 2026-2031 term:
First, promote a favorable business environment and participate more deeply in improving institutions and laws. Affirm its role as a leading consultation channel on business law, work closely with agencies within the political system, and support and coordinate with business associations in participating in policy development, particularly sector-specific policies.
Second, strengthen corporate capacity in business culture linked to digital and green transformation. Establish and promote entrepreneurial ethical standards and the Vietnamese Business Culture Value System as a firm foundation, while actively supporting companies in applying science and technology and innovation, and transforming business models toward digitalization and greening. The combination of “endogenous cultural strength” and “modern technological momentum” will help strengthen social trust, improve productivity and competitiveness, and meet the country’s sustainable development commitments in the global economy.
Third, renew and upgrade VCCI’s organizational model and strengthen its institutional capacity. Build VCCI into a national representative institution with strong policy capacity, a modern operating platform, sustainable financial resources and an organizational network operating under new governance standards. Synchronously renew the organizational model, operating methods, financial mechanism and personnel work, shift strongly toward results-based management, and strengthen the organization’s distinctive political and legal position. This is the foundational breakthrough, ensuring the capacity and conditions needed to effectively implement the other breakthroughs and key tasks.
VCCI calls on the entire business and entrepreneur community and its members nationwide to continue promoting the tradition of solidarity, strengthen linkages, uphold a proactive and creative spirit, and make every effort to successfully achieve the objectives, tasks and solutions set out in the Resolution of the eighth National Congress for the 2026-2031 term, contributing to the nationwide implementation of the Resolution of the 14th National Party Congress and firmly advancing the country into the new era, the era of the nation’s rise.
