Ready to welcome a new wave of investment
Assoc. Prof. Dr. Ho Sy Hung assessed that the “FDI Connect 2026” Forum holds significant importance, especially as Vietnam aims to promote rapid growth based on technology application, innovation, and digital transformation associated with high-value global value chains. The event being held in Bac Ninh Province – one of Vietnam’s leading industrial and FDI-attracting centers – further reflects the forum’s practical significance.
Referring to the changing global economic context, which is driving the restructuring of global supply chains, he noted that multinational corporations are not only seeking new production locations but also prioritizing ecosystems that are adaptable, transparent, and sustainable.
With its strategic location, stable political environment, and strong reform efforts, Vietnam is becoming an attractive destination for international investment flows. “Today’s forum sends a message affirming Vietnam’s commitment to being ready to welcome a new wave of investment and to accompany businesses in participating more deeply in the global supply chain,” affirmed the VCCI President.

However, to attract next-generation FDI, according to the VCCI President, Vietnam cannot rely solely on low-cost advantages but must enhance the internal capacity of its economy. This requires a strategy for developing domestic enterprises, especially supporting industries, to meet standards in quality, technology, and governance.
Accordingly, there needs to be a shift from the mindset of “participation” to “upgrading position” in the value chain. Vietnamese enterprises must gradually master technology and participate in higher value-added segments such as design, research and development, and innovation.
To effectively seize the wave of investment relocation, the VCCI President also pointed out challenges. One of them is that the level of linkage between FDI enterprises and domestic enterprises remains below potential.
Localization rates in many sectors are still low, and the number of Vietnamese enterprises deeply participating in value chains as Tier-1 suppliers remains limited.

Promoting a spirit of substantive cooperation
According to the VCCI President, the core objective of the forum is to promote multidimensional connections between domestic enterprises and FDI enterprises, between localities and investors, among enterprises themselves, and between businesses and regulatory authorities. Through direct dialogue, barriers related to institutions, procedures, and infrastructure can be identified and addressed. These are key factors determining competitiveness.
For Bac Ninh, the VCCI President noted that the locality has affirmed its position as an important industrial growth pole in the Northern region and aims to become a centrally governed city by 2030. With synchronized industrial park infrastructure, a favorable connectivity position, and a selective FDI attraction strategy, Bac Ninh is not only a destination for large-scale projects but also a hub for high-tech supply chains, particularly in electronics.
Appreciating the active and proactive participation of the Bac Ninh Provincial Party Committee and People’s Committee, as well as the important role and contributions of the Central Policy and Strategy Committee to national economic development and the business community, the VCCI President expressed his expectation that the “FDI Connect 2026” Forum will serve as a starting point for concrete actions.
With the joint efforts of the Government, localities, and the business community, there is a solid foundation to build a transparent, efficient, and sustainable investment ecosystem. More importantly, it is necessary to promote a spirit of substantive cooperation, placing enterprises at the center, innovation as the driving force, and sustainable development as the overarching goal. Only then can Vietnam enhance its role in the global supply chain.
