VCCI Vice President Nguyen Quang Vinh speaks at the working session between Politburo Member and Permanent Deputy Prime Minister of the Government Pham Gia Tuc and An Giang Province on the implementation of projects serving APEC 2027 Economic Leaders’ Week.

The program was attended by Mr. Pham Gia Tuc, Politburo Member, Permanent Deputy Prime Minister and Chairman of the National Committee for APEC 2027, along with representatives from the Ministry of National Defence, Ministry of Public Security, Ministry of Foreign Affairs, Ministry of Finance, Ministry of Agriculture and Environment, Ministry of Construction, Ministry of Culture, Sports and Tourism, the Government Office, the State Audit Office of Viet Nam, Vietnam Electricity (EVN), the Party Committee and People’s Committee of An Giang Province, the Phu Quoc Special Administrative Region, and Sun Group.

According to VCCI Vice President Nguyen Quang Vinh, the delegation inspected the progress of several key projects serving APEC 2027 in Phu Quoc. These included the Phu Quoc International Airport Expansion Project, where the delegation reviewed the implementation of expansion and upgrading components to meet the requirements of serving international delegations while enhancing the airport’s operational capacity in the new stage of development; Provincial Road DT975 and the first section of the Urban Railway Project, which are key transport projects aimed at improving infrastructure connectivity, facilitating travel for delegates and local residents during the APEC Economic Leaders’ Week, and supporting the long-term development of Phu Quoc.

In particular, for the APEC Convention Centre Project, the delegation reviewed construction progress, spatial scale, technical infrastructure and the facility’s capacity to meet the requirements for hosting high-level events. The centre is expected to be one of the core venues serving APEC 2027 Economic Leaders’ Week, including major business events such as the APEC CEO Summit 2027. The centre will need to ensure adequate meeting facilities, reception areas, spaces for speakers and delegates, technical infrastructure, security, communications, interpretation services and other support services in accordance with international standards.

These are important projects that will contribute to creating a modern and synchronized urban landscape capable of meeting the requirements for hosting large-scale international events.

At the meeting between the People’s Committee of An Giang Province and relevant ministries, sectors and agencies on the implementation of projects serving the APEC 2027 Economic Leaders’ Meeting, VCCI Vice President Nguyen Quang Vinh reported that VCCI is preparing three important business community activities within the framework of APEC 2027 Economic Leaders’ Week, including: the APEC Business Advisory Council (ABAC) Meeting; the Dialogue between ABAC and APEC Economic Leaders; and the APEC CEO Summit 2027.

Accordingly, VCCI is carrying out preparations in line with the overall orientation of APEC Year 2027. However, to meet coordination requirements with the APEC 2027 National Secretariat, An Giang Province and the subcommittees, details regarding the programs, guests, speakers, scale of each activity and material and logistical requirements need to be further specified according to the agreed timeline.

Under the direction of Permanent Deputy Prime Minister Pham Gia Tuc regarding tasks directly related to VCCI, with respect to the development of specific plans, VCCI will coordinate with relevant agencies to develop detailed plans for the APEC CEO Summit 2027 and business activities, ensuring clarity on content, guests, speaking programs, timelines and coordination responsibilities.

Priority will be given to selecting large, reputable enterprises with the capacity to make substantive contributions to the program, with a focus on sectors such as energy, science and technology, innovation, semiconductors, and research and development.

The mobilization of enterprises need not be limited to the 21 APEC economies; consideration may be given to the participation of appropriate enterprises from outside APEC to strengthen connectivity and investment cooperation, on the basis of compliance with foreign policy orientations and overall organizational requirements.

In particular, according to the Permanent Deputy Prime Minister, the content, guests and speaking programs of the APEC CEO Summit 2027 must be carefully prepared, provide value to the business community and make direct contributions to the overall objectives of APEC Year 2027.

According to VCCI Vice President Nguyen Quang Vinh, An Giang Province aims to complete the final project around May 31, 2027, approximately six months ahead of the APEC 2027 Economic Leaders’ Week. This provides a basis for VCCI to develop plans for site surveys, handover, trial operations and event organization.

VCCI will urgently finalize the detailed outlines for the three events in August 2026, ensuring sufficient grounds for reporting and seeking opinions at the meeting of the National Committee for APEC 2027, which is expected to take place in late August 2026; while also promptly sending the programs, task assignments, organizational scale and specific requirements to An Giang Province so that the locality can proactively prepare the necessary conditions for the events.

VCCI Vice President Nguyen Quang Vinh said that VCCI will urgently finalize the detailed outlines for the three events in August 2026.

In the next phase, VCCI Vice President Nguyen Quang Vinh said that VCCI will focus on finalizing the content and program framework, including translating the priorities of APEC Year 2027 into themes, session structures, expected outcomes and messages for the APEC CEO Summit 2027; defining principles for allocating sessions involving APEC Economic Leaders, government leaders, ABAC members and CEOs; and preparing the program outline and a set of criteria for evaluating the quality of content and speakers.

In addition, VCCI will develop plans for delegates, speakers and guests, and map enterprises by economy, industry/sector and level of priority; develop a preliminary list of thematic speakers, CEOs of leading corporations and international organizations; and make well-founded proposals for guests from outside the 21 APEC economies, clarifying their objectives, value of contributions, and foreign affairs and security requirements.

In particular, VCCI will standardize organizational and logistical requirements, determining the scale of each activity, meeting rooms, stages, VIP areas, operations center, press areas, exhibition areas, interpretation services, digital infrastructure and cybersecurity; identifying requirements for accommodation, transportation, reception, delegate flow management, registration and accreditation, medical services, security and contingency plans; and consolidating these into an initial set of technical requirements for coordination with the APEC 2027 National Secretariat, An Giang Province, the subcommittees and venue management units.

VCCI will also establish a coordination and progress control mechanism, identifying the lead focal point for each group of tasks; develop a matrix of tasks, timelines, deliverables and coordinating agencies; maintain regular reporting, risk management and timely updates on new requirements from the National Committee for APEC 2027.
