Recently, the Vietnam Chamber of Commerce and Industry (VCCI) coordinated with the People’s Committee of Quang Ninh Province to organize a conference reviewing cooperation results for the 2022–2025 period and signing a memorandum of understanding for the 2026–2030 period.

President of VCCI Ho Sy Hung emphasized that the Memorandum of Understanding on cooperation between VCCI and Quang Ninh Province for the 2026–2030 period is a practical framework for action, and also the crystallization of shared trust, responsibility, and aspirations.

A symbol of reform, a bright growth spot

According to the President of the Vietnam Chamber of Commerce and Industry (VCCI), Quang Ninh is not only one of the localities with a special geographical position, a miniature Vietnam, a corridor connecting Vietnam and China, and a bridge between China and ASEAN, but also a model of modern development thinking, decisive institutional reform, and a government accompanying enterprises.

From a “brown” resource-extractive economy, the province has strongly transformed into a “green”, sustainable development model, based on pillars of tourism, services, high-tech industry, and modern infrastructure. These achievements are not only the result of internal efforts but also the crystallization of a spirit of innovation, a modern public governance value system, and a long-term strategic vision.

In particular, over many years, Quang Ninh has maintained a GRDP growth rate consistently at double digits, among the highest in the country. In 2025, GRDP growth reached 11.89%, the highest nationwide – an impressive figure amid many international and regional fluctuations. This is not only evidence of the resilience of the local economy but also reflects the effective governance, dynamism, and sound development vision of the provincial leadership over time.

Beyond statistics, Quang Ninh has truly built a brand of a “development-creating, service-oriented” government that is dynamic, approachable, and enterprise-centered. The fact that Quang Ninh has continuously ranked among the top five localities nationwide in the PCI and many other indices (PAPI, PAR Index, and SIPAS) for nearly 10 years is the result of a consistent reform process, from mindset to action.

The President of VCCI also emphasized that over the past five years of cooperation, VCCI has been honored to accompany Quang Ninh Province in many important activities, contributing to promoting the image of a dynamic, friendly, and attractive locality in the eyes of domestic and international investors.

VCCI has worked with Quang Ninh to organize investment promotion delegations in many key markets such as Japan, South Korea, Singapore, and Europe. In particular, the ABAC Conference in Ha Long, a high-level international event, was successfully organized with the participation of many leading global enterprises, affirming Quang Ninh’s position and organizational capacity.

“Not stopping there, we also coordinated to organize regional conferences on the business environment in Ha Long and Mong Cai, bringing Quang Ninh to investment promotion forums in many major economic centers... Through this, the image of Quang Ninh has not only spread domestically but also left a clear mark on international forums. These activities have not only stopped at communication and promotion but have delivered tangible results: attracting new investment flows, connecting strategic partners, and more importantly contributing to the formation of a deeply developed investment ecosystem,” the President of VCCI affirmed.

In-depth cooperation – Future orientation

President of VCCI Ho Sy Hung stated that the Memorandum of Understanding on cooperation between VCCI and Quang Ninh Province for the 2026–2030 period signed at this conference is a practical framework for action, and also the crystallization of shared trust, responsibility, and aspirations.

The highlight of this memorandum is its specificity, practicality, and close linkage with reality. Rather than stopping at general orientations, the cooperation contents are clearly designed in terms of objectives, tasks, coordination mechanisms, and responsibilities of each party, with the President of VCCI emphasizing four important contents.

First, the two sides will focus on improving the investment and business environment in the direction of being “predictable”, “friendly”, and “action-oriented for enterprises”. VCCI will continue to support the province in conducting in-depth analysis of PCI 2.0 indicators and DDCI at the level of departments, sectors, and localities, thereby proposing specific reform initiatives in line with practical requirements.

Second, VCCI and Quang Ninh Province will jointly promote new-generation investment promotion, aiming to attract strategic investors with high technology, modern governance, and commitment to sustainable development. VCCI also commits to utilizing international networks, trade promotion organizations, and global business associations to connect high-quality investment to Quang Ninh.

Third, the memorandum focuses on effective implementation: each activity will be associated with a specific action plan, with deadlines, evaluation mechanisms, and accountability. This reflects the spirit of “walking the talk”, taking results as the measure and enterprise satisfaction as the goal.

Fourth, the memorandum also highlights the role of policy feedback. VCCI will accompany, advise, and provide constructive feedback to help Quang Ninh update global trends and prepare for new challenges such as digital transformation, green transition, and deeper integration.

“VCCI commits to continuing to be a strategic partner and a trusted companion of Quang Ninh Province on its development path. We will accompany efforts to build a development-creating, effective local government serving enterprises and people. We will connect Quang Ninh with domestic and foreign investors, expand the international cooperation network, and create conditions to work with the province to enhance governance capacity, improve institutions, and build an integrated and sustainable business environment,” the President of VCCI affirmed.

According to the President of VCCI, what Quang Ninh has achieved is not only evidence of an effective development model but also a source of reform inspiration for the whole country.

The President of VCCI expressed confidence that with the determined leadership of local authorities, the consensus of departments and sectors, and the companionship of the business community, Quang Ninh will continue to affirm its position as a “leading flag” in socio-economic development and as a model locality of “green development – good governance – sustainable investment.”
