At a working session between Nguyen Quang Vinh, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI), and Mr. Zhang Yu, Deputy Director of the Foreign Affairs Office of Heilongjiang Province, both sides discussed practical solutions to strengthen connections and expand cooperation opportunities between Vietnamese enterprises and Heilongjiang businesses amid positive economic developments in both countries.
According to the VCCI Vice President, VCCI has consistently valued and maintained close relations with the China Business Association in Vietnam, as well as with business organizations and associations across many major provinces and cities in China. In particular, VCCI has actively carried out extensive cooperation with the China Council for the Promotion of International Trade (CCPIT) at both central and local levels.
Building on this existing foundation, the VCCI Vice President emphasized that it provides a solid basis for further deepening effective cooperation between the Vietnamese business community and Heilongjiang Province. The previously signed cooperation agreement between VCCI and CCPIT Heilongjiang serves as an important platform to realize shared economic development goals.
Highlighting Heilongjiang’s potential, Nguyen Quang Vinh noted that the province has strengths in areas that Vietnam is prioritizing, including digital transformation, green transition, sustainable agriculture, and organic farming.
Amid the global shift toward sustainable development, Vietnamese enterprises are showing strong demand for access to modern, environmentally friendly production technologies. Heilongjiang, as one of China’s leading agricultural production hubs with a solid technological foundation, is expected to become a strategic partner in helping Vietnamese businesses enhance production capacity and product standards.
VCCI leadership suggested that in the coming time, both sides should intensify regular information exchange and organize business delegations for market surveys to gain practical insights and mutual understanding. Creating direct networking platforms will enable enterprises from both sides to better identify investment opportunities and conclude substantive cooperation agreements.
On the Heilongjiang side, Mr. Zhang Yu expressed strong agreement with VCCI’s proposals and shared an overview of the province’s economic potential, opening up new directions for cooperation with Vietnamese enterprises.
Heilongjiang not only boasts high-tech agriculture with strong advantages in quality agricultural products but is also an important industrial center.

Mr. Zhang Yu emphasized that the province currently has large-scale industrial facilities with advanced operational processes, and warmly invited Vietnamese business delegations to visit and experience Heilongjiang firsthand. Such visits would help showcase its production capabilities and promote technology transfer and business cooperation.
Another promising area highlighted by Mr. Zhang Yu is tourism, which is experiencing rapid growth. With unique natural landscapes and distinctive regional tourism products, this sector presents strong potential for joint development by enterprises from both sides.
In addition to economic strengths, Heilongjiang is also a leading education hub in China, with a network of major universities and reputable research institutes—valuable resources for Vietnamese enterprises to connect with.
Both sides agreed to enhance information exchange to create more interaction opportunities between Vietnamese businesses and those in Heilongjiang Province, with expectations of fostering a new wave of investment and cooperation, contributing positively to bilateral trade relations in the coming period.
