The VCCI hosted the "Pioneering Entrepreneurs – Enabling Government in a New Era" forum at the National Convention Center in Hanoi.
The event formed part of a wider series of initiatives organized by VCCI to mark Vietnamese Entrepreneurs' Day, celebrating the spirit of public-private dialogue and fostering a progressive business environment, while honoring outstanding business leaders. The overarching message centered on harnessing the collective power of an enabling State and pioneering enterprises to lay robust foundations for rapid, sustainable growth and elevate the global standing of Vietnamese businesses in this new era.
Attending the forum were high-ranking officials and experts, including Nguyen Duc Hien, Deputy Head of the Central Policy and Strategy Commission; Nguyen Duc Hieu, full-time Member of the National Assembly’s Economic and Financial Committee; Nguyen Xuan Tho, Deputy Director-General of the Department of Private Enterprise and Collective Economy Development (Ministry of Finance); and Dr. Nguyen Dac Binh Minh, Deputy Director of the National Innovation Centre (Ministry of Science and Technology), alongside leadership from VCCI led by Assoc. Prof. Dr. Ho Sy Hung, Party Committee Secretary and President of VCCI, VCCI Vice Presidents Hoang Quang Phong and Bui Trung Nghia, and VCCI Secretary General Tran Thi Lan Anh. Representatives from local authorities, business associations, and the broader business community.
The imperative for a new developmental model
As Vietnam steps into the 2026–2030 development cycle, its economy faces the critical imperative to transcend mere scale expansion, prioritizing instead qualitative growth, productivity upgrades, self-reliance, and international competitiveness. New growth drivers - spanning science, technology, innovation, digital transformation, and green transition - must be actively channelled into tangible investment projects, production capabilities, and genuine value-added output.
Assoc. Prof. Dr. Ho Sy Hung, Party Committee Secretary and President of VCCI, addressed the forum.
Within this dynamic, enterprises act as the direct architects of value, employment generation, and supply chain integration, carrying Vietnamese goods and branding onto the global stage.
Addressing the forum, VCCI Vice President Hoang Quang Phong underscored the symbiotic nature of the event’s theme: "The 'Pioneering Entrepreneurs – Enabling Government in a New Era' forum establishes a reciprocal dynamic. On one side, the Government creates a transparent, stable, predictable institutional framework that guarantees the seamless flow of resources. On the other, the business community pioneers corporate governance upgrades, productivity gains, technological mastery, and expanded networks. These two parallel efforts will only ignite true growth momentum when they culminate in tangible results within the business environment and enterprise operations."
Unlocking and optimizing resource allocation
Speakers at the forum stressed the vital need to balance high-growth targets with macroeconomic stability, safeguard major economic balances, and optimize resource allocation efficiency. Key strategic focal points include balancing financial systems and capital markets; upgrading investment efficiency, particularly public investment; amplifying the synergistic roles of State-owned enterprises, private businesses, and foreign direct investment (FDI) within a cohesive ecosystem; and relentlessly untangling bottlenecks surrounding regulatory frameworks, administrative procedures, and resource accessibility.
Alongside State’s enablement, the forum's agenda strongly emphasized corporate self-renewal: adopting transparent financial governance, maximizing capital efficiency, pivoting from scale-driven expansion to productivity- and value-driven models, and meeting elevated standards in quality, labor, environmental compliance, and corporate governance. These structural shifts are prerequisites for Vietnamese enterprises to integrate deeper into regional and global value chains.
VCCI leaders, local leaders, economists, businesses, and business associations, participated in the forum "Pioneering Entrepreneurs – Enabling Government in a New Era".
From policy dialogue to action and impact
Throughout the forum, delegates, economic analysts, and business leaders engaged in deep discussions regarding institutional refinement, investment climates, the unblocking of capital, land, infrastructure, data, and human talent, the advancement of science and technology, and the supportive role of local authorities.
A featured panel discussion titled "Entering a new era of development: Vietnamese businesses pioneering innovation and standing united with the Nation" synthesized perspectives from experts and businesses across diverse sectors. The session pinpointed practical roadblocks and viable resolutions, highlighting the drive of Vietnamese business leaders to champion investment, master advanced technologies, spearhead green transitions, integrate into global supply chains, and conquer international markets.
Within the framework of the forum, the Organizing Committee presented awards and commendations to outstanding entrepreneurs and businesses in the fields of digital transformation, green transformation, and international integration.
A consistent cross-cutting mandate emerged: shifting from paper-based reforms to reforms felt tangibly on the ground - simplified regulations, accelerated processing times, lower compliance costs, faster project deployment, and broader investment horizons. Furthermore, leading corporations are expected to generate powerful spillover effects, expanding supplier networks, bolstering small and medium-sized enterprises (SMEs), and strengthening synergies between domestic and FDI sectors.
In his closing remarks, VCCI Vice President Hoang Quang Phong affirmed that as the representative body of the business community, VCCI views policy dialogue not merely as a mechanism for gathering feedback, but as a commitment anchored in empirical data, precise issue categorization, and rigorous tracking of outcomes.
Building on the forum’s insights, VCCI will collaborate with business associations to synthesize recommendations categorized by themes and administrative jurisdiction, continuously contributing to policy formulation and advocacy while empowering enterprises to elevate their managerial capacity, innovation capabilities, integration readiness, and cross-border connectivity.
