Contributing to these national achievements, Quang Ninh Province has demonstrated resilience during the 2020–2025 term despite global and domestic challenges, including the COVID-19 pandemic and Typhoon Yagi. The province has upheld solidarity, stability, and public trust, safeguarded its borders, and recorded significant progress in politics, the economy, culture, society, defence, and security.

Party building was comprehensively strengthened, with reforms in organisation and personnel, while socio-economic performance exceeded expectations. Between 2021 and 2025, average growth is estimated at 10.4%, 1.7 times the national rate. By 2025, the provincial economy is projected to reach 395 trillion VND (14.9 billion USD), nearly double the size of 2020. State budget revenue is expected to surpass 274 trillion VND (10.3 billion USD), while GRDP per capita will exceed 11,000 USD, 2.3 times the national average.

Quang Ninh has consistently led the nation in competitiveness and governance indices. Infrastructure, especially transport, has been modernised to high standards. Healthcare, education, and living conditions have improved markedly. The province completed the New-Style Rural Development Programme and met the sustainable poverty reduction goals three years ahead of schedule, eliminated temporary and dilapidated housing, and ensured the protection of national defence, security, and social order.

It has also pioneered administrative reform, merging 171 commune-level units into 54, including two special zones. Since July 2025, the two-tier local government model has operated effectively, strengthening public confidence.

These achievements reflect strong leadership, adaptability, and consensus. The province has moved from “brown” to “green” development, focused on strategic breakthroughs, promoted reform, and improved the investment climate. Economic growth has been closely linked with cultural development, highlighting Quang Ninh’s distinctive identity and tradition of “discipline and unity”.

Alongside rapid socio-economic progress, the province has ensured political stability, safeguarded sovereignty, and fostered practical foreign relations to maintain a peaceful environment for development. Above all, its success stems from the trust and participation of the people, together with the commitment of businesses and Party members. Today, Quang Ninh stands as a pioneer of innovation in the Red River Delta and a growth pole of the northern region, advancing steadily towards a prosperous, civilised, and modern future.

Looking ahead, the 16th Provincial Party Congress (2025–2030) is regarded as a major milestone, setting out the vision for Quang Ninh to become a centrally-governed city by 2030 and a major urban region of regional and international importance by 2045. The development orientation is clear: socio-economic growth and environmental protection will be placed at the centre; Party building will remain the decisive factor; cultural and human development will form the foundation; while defence, security, foreign affairs, and international integration will be maintained as essential tasks.

In pursuit of these goals, the province will focus on continuing to strengthen Party building, improving leadership capacity, reforming its organisational structure, and attracting talent. It will also strive to sustain high, stable growth driven by science, technology, innovation, and digital transformation, while advancing green transition, modern industry, the marine economy, and ecological agriculture.

At the same time, it will implement the three strategic breakthroughs defined by the Government: completing modern, synchronised infrastructure, developing high-quality human resources, and deepening administrative reform to foster a favourable investment environment.

Cultural development will be closely connected with human development, the preservation of heritage values, the narrowing of income and regional gaps, and improvements in education, healthcare, and overall quality of life. Alongside these efforts, Quang Ninh will continue to strengthen defence and security, safeguard political stability and sovereignty, build peaceful and cooperative borders, and expand international integration.

These tasks are demanding but also honourable. In the spirit of the new era and with the opportunities ahead, the Party, government, and people of Quang Ninh are determined to uphold their proud traditions, harness unity and innovation, and step by step realise the aspiration of building a prosperous, modern, and happy province. By doing so, they aim to fulfil the vision of the Party and President Ho Chi Minh: a life of ever-greater freedom, prosperity, and happiness for the people, and a strong, independent, and enduring nation.
