On the afternoon of March 2, 2026, at the main hall of the People’s Committee of Hoài Đức Commune (Hà Nội), the Standing Committee of the Vietnam Fatherland Front of Hoài Đức Commune organized a voter meeting for candidates running for the 16th National Assembly for the 2026–2031 term to conduct their election campaigning in Electoral Unit No. 5.

The conference was held in a hybrid format, both in person and online, connecting to sites in Tây Tựu, Phú Diễn, Xuân Đỉnh, Đông Ngạc, Thượng Cát wards and Hoài Đức, Dương Hòa, Sơn Đồng, An Khánh, Đan Phượng, Ô Diên, and Liên Minh communes, attracting the participation of a large number of voters and representatives of agencies and organizations.
At the conference, Mr. Hoàng Văn Anh – Member of the Executive Committee of the Party Committee of the Vietnam Chamber of Commerce and Industry (VCCI), Secretary of the Party Cell, and Head of the Membership Department of VCCI – presented his action program, clearly outlining his orientation and commitments if entrusted by voters to be elected to the National Assembly.
Introducing himself, Mr. Hoàng Văn Anh said he was born in 1974, received formal training in foreign economics, project management, and political theory, and has nearly 30 years of working experience at VCCI – the organization representing the business community, entrepreneurs, and employers in Vietnam. His career has enabled him to work regularly with state management agencies, domestic and international business communities, and international organizations, thereby accumulating experience in policy advisory, resource connection, and promoting improvements in the investment and business environment.

According to Mr. Hoàng Văn Anh, practical work shows clearly that to achieve rapid and sustainable development, there must be sound institutions, an effective implementation apparatus, pioneering enterprises, and a team of representatives willing to act for the common good. As Hà Nội aims to become a Capital that is “Civilized – Cultured – Modern,” developing on par with major cities in the region, the requirement is not only growth but also development with quality, depth, and strong spillover effects.

He also cited several development indicators of Hà Nội such as GRDP growth of around 11%, GRDP per capita reaching approximately VND 198 million, total social investment capital of about VND 730 trillion, and export turnover growth of 12%. However, besides positive results, the Capital still faces many challenges, especially five major bottlenecks: traffic congestion, environmental pollution, flooding, urban order, and food safety. Hà Nội’s competitiveness index over the years also shows considerable room for improvement.
From this assessment, Mr. Hoàng Văn Anh proposed five key groups of actions if entrusted by voters.
First, contributing to substantive institutional reform and improvement, reducing costs for citizens and businesses. He believes the legal system should be developed in a stable, transparent, and predictable manner, minimizing overlaps, cutting unnecessary procedures, and ensuring the right to freedom of business in accordance with the law. In particular, he emphasized the role of monitoring implementation, because “policies only have meaning when they are put into practice.” With his experience at VCCI, he said he would continue to promote policy dialogue channels, especially in the fields of taxation and customs, to promptly remove difficulties for businesses.
Second, contributing to creating new development momentum for Hà Nội. Accordingly, the Capital should become a regional center for innovation, the digital economy, and high technology. He proposed mechanisms to attract high-quality investment, develop the startup ecosystem, support small and medium-sized enterprises in improving competitiveness, and encourage green transition, circular economy development, and the building of corporate culture.

Third, paying attention to workers and social security in the context of digital transformation and deep international integration. Mr. Hoàng Văn Anh said digital transformation brings many opportunities but also major challenges, requiring policies for reskilling and upskilling workers, ensuring sustainable employment, and harmonizing the interests of enterprises and employees. A strong economy must be associated with a stable society, where every citizen has opportunities for development.
Fourth, strengthening supervision and preventing corruption and harassment. He emphasized that the trust of citizens and businesses largely depends on the transparency of the public administration system. If elected to the National Assembly, he pledged to strictly fulfill the supervisory role, follow through on issues raised by voters, promote accountability, and consider integrity a prerequisite for sustainable development.
Fifth, maintaining close contact with voters, honestly listening to the opinions of the people, and urging the resolution of recommendations until concrete results are achieved. He affirmed that he would maintain regular voter meetings, make his activities public, and closely monitor the handling of petitions.
“A representative should not only speak at the parliamentary hall but must create real changes through concrete actions,” Mr. Hoàng Văn Anh emphasized, adding that the people’s trust comes not from promises but from actual results throughout the entire term.
Candidate Hoàng Văn Anh also pledged absolute loyalty to the Fatherland, the people, and the Constitution; to continue improving his qualities and ethics as a public official; to resolutely fight against corruption and wastefulness; and to fully and responsibly participate in the activities of the National Assembly, contributing to the improvement of a synchronized and feasible legal system serving the development of the country and the Capital.
