The meeting between the Chamber of Commerce and Industry (VCCI) and the Hanoi People's Committee aimed to share an objective and comprehensive view related to Hanoi's PCI Index in recent years, thereby providing orientations and solutions to overcome existing problems and limitations to promote the city's business environment in the coming time.

On the morning of July 28, the Hanoi People's Committee and VCCI held a meeting on the Provincial Competitiveness Index (PCI) and experience in improving the business environment.
Speaking at the meeting, VCCI Vice Chairman Nguyen Quang Vinh said that VCCI highly appreciates the spirit of openness and cooperation of Hanoi. Over the years, the relationship between VCCI and the Hanoi People's Committee has always been close.
“We must clearly recognize that, in the face of recent changes, if we are not proactive and do not transform, the issue is not whether we exist or not, but we will be eliminated. Resolution 18-NQ/TW in the past time is like a revolution in mechanisms, potential, capacity and efficiency. This revolution requires each province, each locality, even each civil servant, public employee... to change, change for the better,” Vice Chairman Nguyen Quang Vinh expressed.

According to Vice Chairman Nguyen Quang Vinh, the 3-level government can meet certain historical periods very well, but to meet new and more effective needs, it is necessary to switch to a 2-level government. Recently, the administrative changes of the government levels have been relatively good... with the role and position of the Capital, the political center of the countries, although there have been good changes in the past time, we cannot be satisfied with the position of the PCI Index in the past time.
Therefore, we need a transformation solution, need to recognize and evaluate the existing problems and limitations, thereby promoting the capital's economy to grow and develop according to the set goals.

“We do not only look at the numbers of the Index... but Hanoi needs to take the lead in creating a green and sustainable business environment. Today's meeting is an opportunity for us to look back, from which to propose transformational solutions to promote the development of the Capital, creating a premise to contribute to the country's double-digit growth target...”, Vice Chairman Nguyen Quang Vinh expressed.
At the same time, he said, it is time for us to create an environment to attract green investment from the central to local levels, from the City People's Committee to communes and wards in the issue of economic governance, investment attraction...

Sharing at the meeting, Vice Chairman of Hanoi People's Committee - Truong Viet Dung also said that recently, the Chairman of Hanoi People's Committee has established a Team to improve the Index Sets, including the PCI Index.
"Hanoi also determined that improving the Indexes is not for achievements but towards sustainable development and serving local development. Over the past years, Hanoi has tried and done a lot of work, but why are some related Indexes still low... such as PCI has 10 component indexes and 142 sub-indexes, while Hanoi supports a lot of businesses from small and medium enterprises to other business sectors, but the equal competition index and some other indexes have decreased...", Vice Chairman of Hanoi People's Committee informed.
At the same time, VCCI expressed that through its records and research over the years on specific analysis indicators on the existing problems and limitations, from which there are solutions to support Hanoi's professional agencies in improving the indicators.

"We hope that in the coming time, VCCI will coordinate with the City People's Committee to propose solutions and orientations for developing a business environment that promotes green and sustainable development", the Vice Chairman of the City People's Committee shared.
At the meeting, the representative of the VCCI Legal Department also pointed out the strengths, as well as the limitations and shortcomings of Hanoi in the PCI Index, and gave suggestions and solutions for improvement.
On the side of Hanoi People's Committee, the representatives of the Departments and branches acknowledged the assessments from VCCI, thereby discussing the orientation to resolve the current situation.
