The members were announced on Wednesday at the Autumn Economic Forum 2026, in the presence of Prime Minister Le Minh Hung, government officials, and HCMC leaders
The 10 founding members are EQuest Capital Co., Ltd.; Son Kim Capital IFC Co., Ltd.; VinaCapital International Partners Co., Ltd.; Saigon Marina IFC Co., Ltd.; Gemadept Holdings Maritime Investment and Development Co., Ltd.; Rovela Pay One-Member Co., Ltd.; REE Energy Finance Co., Ltd.; Vietnam IFC Commodity Exchange JSC; AG&P Holding Vietnam Co., Ltd.; and Keppel Asset Management (Vietnam).
All 10 members are holding companies whose primary role is to hold and manage equity stakes or capital contributions in other businesses.
The holding companies have a combined registered charter capital and committed contributions of $33.63 million. Their planned investments through 2027 will target education, infrastructure, maritime services, logistics, energy, financial technology, payment solutions, and commodity trading infrastructure.
Several members have outlined major fundraising and investment plans. Saigon Marina IFC has committed to raise about $816 million to develop technology and physical infrastructure for the VIFC-HCMC ecosystem.
AG&P Holding Vietnam plans to raise and invest about $425 million across the liquefied natural gas (LNG), power, and data center value chains. EQuest Capital has committed to mobilizing about $325 million under a cooperation agreement with Standard Chartered Bank’s New York branch to develop education infrastructure in Vietnam, with a focus on the Southwestern HCMC University Urban Area.
Son Kim Capital IFC plans to raise about $275 million for infrastructure development within VIFC-HCMC, while REE Energy Finance has committed to mobilizing about $200 million for renewable energy projects.
Keppel Asset Management (Vietnam) is also exploring the formation of co-investment platforms with global partners to raise up to $1 billion, mainly from third-party investors. The funds would target opportunities in infrastructure, real estate, trade, and services within VIFC-HCMC.
VIFC-HCMC said the investment plans marked a shift from establishing a membership ecosystem to connecting capital with specific projects. The center is continuing to develop its licensing framework to attract specialized financial institutions, initially focusing on investment funds and asset management. It expects to finalize and issue procedures and regulations for admitting investment funds in November 2026.
Banks, securities firms, and other businesses subject to specific licensing requirements will be considered in phases as the relevant regulations are introduced.
At a VIFC-HCMC capital mobilization session on Tuesday, HCMC People's Committee Vice Chairman Truong Minh Huy Vu said the city intends to introduce a three-tier licensing framework for asset management activities, drawing on models in Singapore, Dubai, and Hong Kong.
Last month, HCMC climbed 17 places to rank 67th in the Global Financial Centres Index, compiled by UK-based Z/Yen Partners and the China Development Institute, according to background materials on VIFC-HCMC.
