On the morning of July 31, Thanh Hoa Province held a ceremony to announce the results of the 2025 Department and District Competitiveness Index (DCCI).
At the announcement ceremony of DCCI Thanh Hoa 2025, Assoc. Prof. Dr. Ho Sy Hung, President of VCCI, emphasized: “The DCCI results should not stop at figures or rankings, but need to be translated into concrete actions, practical reform programs and positive changes in practice.”

Putting Businesses at the Center of Reform
This is also the consistent requirement set by the Government as it shifts strongly from “dialogue” to “action”, and from “commitments” to results that businesses can actually experience.
Mr. To Anh Dung, Deputy Secretary of the Thanh Hoa Provincial Party Committee and Chairman of the People’s Committee of Thanh Hoa Province, affirmed that for Thanh Hoa Province, 2025 has been identified as a pivotal year for realizing the Provincial Plan for the 2021–2030 period, with a vision to 2050, based on the development model of “Five Pillars – Three Economic Spaces – Five Growth Centers – Six Economic Corridors”. To realize the ambition of achieving double-digit growth, continuing to improve governance quality and enhance the effectiveness of services for businesses are considered among the key tasks.
Notably, VCCI’s 2025 Private Sector Economic Report shows that Thanh Hoa ranks second nationwide in the proportion of enterprises completing procedures to legally commence operations within one week, at 68.5%. This result reflects the province’s efforts in administrative reform, shortening the time required to process applications and promoting digital transformation in state management.
However, Thanh Hoa provincial leaders also frankly acknowledged that the province’s investment and business environment still has considerable room for improvement. The results of the 2025 PCI 2.0 show that Thanh Hoa remains among the localities with a medium level of governance quality; several indicators, such as access to resources, fair competition, the role of an enabling government and business support, need to be further improved.

Accordingly, reforming the investment and business environment is not a short-term task, but a regular, continuous and never-ending process; to achieve faster and more sustainable development, reforms must be more substantive, reaching every agency, locality and public official responsible for implementation.
DCCI Creates Momentum to Enhance Competitiveness
Speaking at the ceremony announcing the results of the 2025 assessment of the Department and District Competitiveness Index (DCCI) for Thanh Hoa Province, Mr. Do Dinh Hieu, Director of VCCI Thanh Hoa - Ninh Binh, emphasized that improving the investment environment is not only about institutional reform, but also about changing the mindset of serving businesses at every agency, level of government and among every public official responsible for implementation.
A notable new feature of DCCI Thanh Hoa 2025 is that, for the first time, the assessment was conducted under the two-tier local government model, with the participation of all 166 communes and wards across the province.
Expanding the scope of the survey not only provides a more comprehensive measurement of the governance quality of each level of government, but also creates a foundation for monitoring the effectiveness of reforms under the new administrative structure in the years ahead. This year’s survey attracted 2,441 enterprises, cooperatives and household businesses, more than double the number from the previous year, demonstrating the growing interest and confidence of the business community in the DCCI Thanh Hoa Initiative.
