According to Vice Chairwoman of the National Assembly Nguyen Thi Thanh, since its inception, the Party and State have paid special attention to the cause of building and developing human resources, always identifying the people as the subject and center of all decisions. The policies and guidelines are all aimed at ensuring the legitimate rights and interests and improving the lives of the people, in which the working class and laborers play a core role.
In addition, in the process of building and formulating policies, the National Assembly always puts workers and enterprises in the center. In addition to the important laws that have been promulgated and amended, the National Assembly also closely monitors the implementation of policies on wages and occupational safety insurance, regularly listens to the opinions of voters, businesses, unions and workers to promptly adjust, ensuring practicality, suitability and practical requirements.

The Party, the State and the National Assembly always support and encourage pioneering enterprises to link production and business with improving the lives of workers, and encourage the establishment of collective bargaining dialogue mechanisms. At the same time, promote the role of unions in coordinating with enterprises to implement welfare policies, vocational training, and skills improvement towards the goal of sustainable development of workers, businesses and the country.

The Outstanding Enterprise for Workers Award, organized by the Vietnam General Confederation of Labor in coordination with the Ministry of Home Affairs and the Vietnam Chamber of Commerce and Industry, has entered its 11th year. In 2025, the Politburo issued 4 important Resolutions and the spirit of these Resolutions, especially Resolution 57 and Resolution 68, has been specified in the Regulations for the "Enterprise for Workers" award. Accordingly, priority is given to selecting enterprises that focus on innovation, private enterprises, foreign-invested enterprises, and joint stock enterprises with less than 50% state capital. Among the 28 honored enterprises, there are 22 enterprises in the non-state sector, enterprises with a large number of workers.
