Implementing Party resolutions on building the entrepreneurial class in the new era
On the morning of January 10 in Hanoi, the Vietnam Chamber of Commerce and Industry (VCCI) organized the announcement ceremony of “Cultural and Reputable Enterprises 2025.” The selection and ranking programme “Cultural and Reputable Enterprises 2025” was carried out by VCCI to implement important Party resolutions on building the entrepreneurial class in the new era, and to promote the practice of business ethics, legal compliance, transparency, social responsibility, and environmental protection.

Earlier, Politburo Resolution No. 41-NQ/TW dated October 10, 2023 on building and promoting the role of the Vietnamese entrepreneurial class in the new period clearly identified the task of developing a business culture with strong national identity, while selectively absorbing the essence of global business culture. Politburo Resolution No. 68-NQ/TW on private sector development has also created strong momentum, strengthening confidence and encouraging innovation within the business community, and has gained broad consensus and active implementation among entrepreneurs.
Together with other key Politburo resolutions on institutional reform, science and technology development, innovation, and digital transformation, these policies form a unified framework, guiding the rapid and sustainable development of the Vietnamese entrepreneurial class and business community in the new period.
According to VCCI, the program received 264 enterprise applications. Following preliminary scoring, 100 applications meeting the criteria at a high level were shortlisted for review by the Selection Council. Based on independent and objective evaluation results, 68 enterprises were ranked and proposed for recognition, ensuring transparency and clear justification. The top 20 enterprises with the highest rankings were awarded Certificates of Merit by the VCCI President.
By structure, private enterprises accounted for about 83.3%, while state-owned and state-controlled enterprises made up 16.7%. By size, large enterprises represented 48.5%, and small and medium-sized enterprises accounted for 51.5%. VCCI representatives noted that the results show relatively balanced participation. Notably, 12.1% of the honored enterprises operate in mountainous, remote, and disadvantaged areas, and 13.6% are enterprises owned or led by women in key executive positions under the Cultural and Reputable Enterprises 2025 program.

Speaking at the announcement ceremony, Mr. Ho Sy Hung, President of VCCI, emphasized: “Culture is the spiritual foundation of society and the soft power of each nation, people, and enterprise. Economic development must go hand in hand with cultural development; culture should stand alongside the economy, politics, and society.”
According to the VCCI President, amid deep international integration and rising demands for sustainable development, building business ethics and corporate culture is not only an immediate need but also a long-term strategic task. This effort aims to shape a distinct Vietnamese business culture, create soft power, and enhance national competitiveness.
“The goal of making Viet Nam a developed country by 2045 requires entrepreneurs and enterprises to uphold business ethics and culture at a level comparable to the region and the world,” he stressed, adding that in practice, enterprises that place reputation and culture at their core have built lasting competitiveness, strengthened social trust, and achieved sustainable growth in an integrated global environment.

Building a civilized and professional working environment
Representing the Top 20 highest-ranked enterprises, Ms. Trinh Thi Hong Van, Chairwoman of the Members’ Council of Khanh Hoa Salanganes Nest Company, said that VCCI has consistently accompanied and supported the business community in building business ethics and corporate culture. She also affirmed that the company will continue to pursue innovation and sustainable development, foster a civilized and professional working environment, and fulfill its social responsibilities.
According to Mr. Ho Sy Hung, building business ethics and corporate culture is a shared responsibility of society, with organizations representing entrepreneurs and enterprises playing a central role. In recent years, VCCI has proactively carried out many practical activities to build and spread Vietnamese business ethics and corporate culture.
Notably, on May 19, 2022, on the occasion of President Ho Chi Minh’s birthday, VCCI announced and launched the implementation of six principles of Vietnamese business ethics: creating economic value for society; complying with the law; ensuring transparency, fairness, and integrity; promoting innovation, cooperation, and shared development; respecting nature and protecting the environment; and demonstrating patriotism and responsibility to society and family. These principles have been incorporated by the Ministry of Education and Training into the Grade 11 Economics and Law curriculum, helping shape awareness and values among younger generations.
In addition, VCCI is actively implementing the project “Promoting Business Ethics and Corporate Culture in the Vietnamese Entrepreneurial and Business Community for the 2024–2030 Period.”
The announcement ceremony of “Cultural and Reputable Enterprises 2025” is a key activity in the series of programs regularly organized by VCCI to promote business ethics and the development of corporate culture within the Vietnamese business community.
