Ms. Trang cannot find any appendix with those default values, so she asks where those default values are specified.
In section "2. Measuring the mitigation of greenhouse gas emissions from replacing waste collection and transportation vehicles using diesel with those using bio-diesel" in Appendix III.2, there is a parameter called TTD (BDS): Total distance traveled by electric vehicles in year y (km).
Ms. Trang wonders why the total distance traveled by electric vehicles is used to calculate the reduction of greenhouse gas emissions from replacing diesel vehicles with bio-diesel.
The Climate Change Department of the Ministry of Natural Resources and Environment responded to this issue as follows:
For the coefficients "NCVi, CCi, OFi", these are coefficients that Vietnam has not yet studied the unique national values. Therefore, according to international practice, these coefficients are recommended to be applied according to the default coefficients provided by the Intergovernmental Panel on Climate Change (IPCC), specifically:
• For the Net Calorific Value of fuel type i (NCVi) coefficient: Refer to Table 1.2 Chapter 1 Volume 2 IPCC Guidelines 2006 version;
• For the Carbon Content of fuel type i (CCi) coefficient: Refer to Table 1.3 Chapter 1 Volume 2 IPCC Guidelines 2006 version;
• For the Carbon Oxidation Rate of fuel type i (OFi) coefficient: According to the recommendation of IPCC in Section 6.3 Chapter 6 Volume 2 IPCC Guidelines 2006 version, the default value of "1" is applied in case of no specific information.
In the future, if conditions permit, these coefficients will be studied, updated, and published with the country's own values.
Regarding the question about "Measuring the reduction of greenhouse gas emissions from replacing vehicles using diesel oil to vehicles using biodiesel to collect and transport waste": This is the value of "Total distance transported by vehicles using biodiesel in year y (km)".
Due to errors in the editing process, some contents of Circular No. 17/2022/TT-BTNMT will be reviewed and revised in the near future.
