The Ministry of Natural Resources and Environment answers this issue as follows:

Under the provisions of Decree No. 38/2015 / ND-CP dated April 24, 2018 of the Government on management of waste and scrap, ash from the wood burning process for drying products that are normal industrial solid wastes.

According to Article 30 of Decree No. 38/2015 / ND-CP above, ordinary industrial solid waste generators are responsible for reuse, preliminary processing, recycling, treatment, co-treatment, energy recovery. quantity or sign transfer contracts for units having the function of transporting and treating ordinary industrial solid waste.

Currently, the Ministry of Natural Resources and Environment is presently leading the development of a draft Decree of the Government on amending and supplementing a number of articles of the decrees detailing and guiding the implementation of the Law on Environmental Protection. That includes specific regulations on ordinary industrial solid waste management.
