Mr. Nam asked, before updating the cost bidding package, does the construction budget estimate submitted to the competent authority for approval?

The Ministry of Construction answered this issue as follows:

On February 9, 2021, the Government issued Decree No. 10/2021/ND-CP on management of construction investment costs. Accordingly, cases of construction estimates shall comply with Clause 1, Article 15 of this Decree.

Competence to evaluate and approve construction estimates of adjustment works comply with the regulations on appraisal and approval of construction design adjustments after the basic design in the Decree detailing a number of contents on construction investment project management.

Determining, verifying, evaluating and approving the bidding package estimates comply with Articles 17 and 18 of Decree No. 10/2021/ND-CP.

The update of construction bidding package (if necessary) is complied with the provisions of the bidding law.
