The Ministry of Planning and Investment responded to this issue as follows:

According to the provisions of Clause 6, Article 4 of Circular No. 08/2022/TT-BKHDT, Form No. 6B is used to prepare the E-HSDT evaluation report according to process 2 specified at Point b, Clause 1, Article 32 of this Circular. This Circular applies to bidding packages for non-consulting services and goods procurement under the one-stage one-envelope method.

Accordingly, for construction and installation bidding packages, it is not evaluated according to process 2.
