Recently, Mr. Dat participated in the construction law examination to renew his construction practice certificate (in the field of civil, industrial and infrastructure project management; in the field of traffic project management; in the field of agricultural and rural development project management), and his results were all at maximum scores in all three fields.

However, when completing and submitting the application, the appraisal council assessed that he was not qualified to be granted a practice certificate, because he graduated from the field of business administration. Although the components of his application were complete and in accordance with regulations.

According to regulations on diplomas, the diploma issued by a legal training institution is appropriate to the type and rank of the certificate requested for issuance; in cases where the diploma does not state the training major, a transcript must be submitted as a basis for examination and evaluation. Mr. Dat submitted the transcript, because during his studies he also studied a number of subjects and topics on construction.

Mr. Dat asked, is it true that he was not considered for an extension of his construction practice certificate (project management practice field)?

At the same time, he requested that the construction advisory agencies amend and supplement the regulations on granting practice certificates, to create conditions for individuals like him who graduated in economics to also participate in construction activities in the field of project management.

The Ministry of Construction responded to this issue as follows:

Clause 6, Article 67 of Decree No. 15/2021/ND-CP dated March 3, 2021 of the Government detailing a number of contents on construction investment project management stipulates appropriate expertise when considering the granting of a certificate of practice in construction investment project management:

"The trained expertise is in one of the following majors: construction engineering, architecture, construction economics, and engineering related to construction works".

Mr. Dat graduated with a major in business administration, which is not a suitable expertise for consideration of the granting of a certificate of practice in construction investment project management.
