The Tay Ninh Provincial Department of Transport answers this question as follows:

Individuals who use family vehicles to transport passengers (for a fee) need to obtain the following permits:

- Certificate of registration for business household (issued by the District Financial and Planning Office);

- Transportation business license for automobiles (issued by the Department of Transport, based on the type of passenger transportation business under contract).

The application file for obtaining a business license for transportation business households includes:

- Application form for business license issuance as specified in Appendix I of Government Decree No. 10/2020/NĐ-CP dated January 17, 2020, on business and business conditions for road transport by automobile;

- Copy of the business registration certificate.

The application file for obtaining a permit must ensure the following components:

- Application form for permit issuance as specified in Appendix V of Decree No. 10/2020/NĐ-CP;

- Copy of the vehicle registration certificate or a copy of the appointment notice for the vehicle registration certificate issued by the registration authority. In the case where the vehicle does not belong to the ownership of the transportation business entity, a copy of one of the following documents must also be presented: a written vehicle rental contract with an organization, individual, or a service contract between a member and a cooperative or a business cooperation contract.

In addition, to operate a road transport business by automobile, business households must meet the conditions specified in Government Decree No. 10/2020/NĐ-CP dated January 17, 2020, on business and business conditions for road transport by automobile, and Circular No. 12/2020/TT-BGTVT dated May 29, 2020, of the Ministry of Transport on the organization, management of road transport by automobile activities, and road transport support services.
