Ms. Hong asked, in the period when there is no limit for applying designated bidding, can the inviting party apply point m, Clause 1, Article 23 of the Law on Bidding (according to the amended and supplemented Law No. 57/2025/QH15) or not?

Regarding this issue, the Ministry of Finance has the following opinion:

According to Article 23 of the Law on Bidding (amended and supplemented in Clause 14, Article 1 of Law No. 90/2025/QH15), which stipulates the form of designated bidding and assigns the Government to specify in detail the designated bidding.

Thus, the limit for applying designated bidding is implemented according to the Government's regulations.
