According to Decree 59/2015 / ND-CP and Decree 42/2017 / ND-CP on the capacity of construction organizations such as project management organizations, supervision consulting organizations, ... These organizations must have the capacity of the head and individuals involved as well as the number of people involved to manage a group A, group B or C project.
However, Decree 100/2018 / ND-CP does not regulate the minimum number of people in organizations to participate in group A, group B or group C projects.
Ms. Phuong would like to ask, so for a group A traffic project with a total investment of more than VND 1,500 billion, only the project management organization needs a project manager and a qualified project manager who have sufficient capacity to manage or at least how many people are required to manage and which minimum number of people is now regulated in legal documents? Similar for consulting organization monitoring?

According to Clause 20, Clause 30, Article 1 of the Government's Decree 100/2018 / ND-CP dated July 16, 2018 amending, supplementing and annulling a number of provisions on business investment conditions under the fields of State management of the Ministry of Construction, in order to carry out group A project management consultancy, the organization must category I to meet the capacity conditions and be granted a capacity certificate in the project management consultant that be suitable for the type of work done.
The current construction laws does not regulate the minimum number of employees of the organization, but depending on the number of projects implemented and the size and nature of the project, the organization must allocate an appropriate number of personnel to meet job requirements.
In case of construction supervision, it is required to meet the requirements specified in Clause 4, Article 26 of the Government's Decree No. 46/2015 / ND-CP dated May 12, 2015 on quality management. quantity and maintenance of construction works and Clause 20, Clause 33, Article 1 of Decree 100/2018 / ND-CP.
