As reflected by the Son Hai Husbandry Co ltd, the pig's rearing farm project has been approved by the People's Committee of the Dak Nong Province in the Decision No. 1857 / QD-UBND dated November 21, 2017, the investment location is located in Hamlet 1, Con Dau, Ea Po Commune, Cu Jut District, Dak Nong Province.
According to theDak Nong Department of Agriculture and Rural Development, the project needs to be included in the approved plan. However, at Point d, Clause 1, Article 59 of the Planning Law No. 21/2017 / QH14, the specific branch and product plans that have been decided or approved shall expire no later than December 31, 2018 .
The Son Hai Husbandry Co Ltdwould like to ask, according to the above regulation, does the adjustment and supplementation of husbandry and slaughter planning concentrated in Cu Jut District, Dak Nong Province to 2015 and orientations to 2020suitable and necessary?
Regarding this issue, The Ministry of Planning and Investment has the following opinions:
The Planning Law No. 21/2017 / QH14 was approved by the XIV National Assembly at the 4th Session on November 24, 2017 and will take effect from January 1, 2019.
At Point d, Clause 1, Article 59 of the Planning Law stipulates the planning on investment in the development of specific goods, services and products, fixing the volume and quantity of goods and services and products being produced, exported or consumpted that has been decided or approved no later than December 31, 2018.
Therefore, detailed planning of livestock and slaughtering is concentrated in Cu Jut District until 2015 and orientation to 2020 (approved by Dak Nong People's Committee in Decision No. 713 / QD-UBND dated May 15 / 2018) is a plan related to investment in the development of goods, services, products produced and consumed will expire no later than December 31, 2018.
At the same time, Clause 3, Article 57 of the Planning Law has been amended and supplemented with Point b, Clause 1, Article 5; Point b, Item 1, Article 76 Veterinary Law No. 79/2015 / QH13 to ensure the basic principles of planning work in the management of animal husbandry and slaughtering activities.
